破解充電難題,助力新能源汽車“加速跑”
【谷騰環保網訊】我國新能源(yuan)汽車產銷量(liang)已(yi)連續(xu)10年(nian)全球第一(yi)。國務院辦公(gong)(gong)廳(ting)《關(guan)于進一(yi)步構建(jian)高質量(liang)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)基礎設(she)施體系的(de)指導(dao)意見》更明確(que)要求,到2030年(nian)基本建(jian)成(cheng)覆蓋城鄉的(de)高質量(liang)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)網絡。然而,在(zai)快速發展(zhan)的(de)背后,城市(shi)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)設(she)施建(jian)設(she)仍(reng)存在(zai)諸多(duo)痛點。全國人大代表、河北省(sheng)河間市(shi)興(xing)村(cun)鎮(zhen)大莊村(cun)黨支部書(shu)記石炳(bing)啟結合調研(yan)實踐,針對住宅小區充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)樁難(nan)建(jian)、公(gong)(gong)共充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)位被燃(ran)油車占用、高速公(gong)(gong)路(lu)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)供(gong)需失衡等問題,提(ti)出(chu)破解(jie)充(chong)(chong)(chong)(chong)電(dian)(dian)(dian)難(nan)題的(de)一(yi)些建(jian)議(yi)。
“以滄州市(shi)為(wei)例,當地持續(xu)優化充(chong)(chong)電(dian)網絡,2024年(nian)已建成(cheng)6000余個公用和專用充(chong)(chong)電(dian)樁,投運省內首(shou)個光(guang)儲充(chong)(chong)智能超級(ji)充(chong)(chong)電(dian)站,構(gou)建起主城區(qu)‘15分(fen)鐘’充(chong)(chong)電(dian)服務網絡,實現全(quan)域充(chong)(chong)電(dian)設施全(quan)覆蓋。”石炳啟指出,但(dan)新能源充(chong)(chong)電(dian)設施仍存在“三(san)大痛”。
他表示,當前,城市住宅小(xiao)區(qu)(qu)內(nei)(nei)充電樁建設(she)(she)困難重重,這是(shi)“第一痛”。“滄州地區(qu)(qu)老舊小(xiao)區(qu)(qu)情況更(geng)為嚴峻,這類(lei)小(xiao)區(qu)(qu)普遍缺乏(fa)物業管理(li),因歷史遺留(liu)問題,公共區(qu)(qu)域未(wei)施(shi)劃停車(che)(che)位(wei),戶均停車(che)(che)位(wei)數量嚴重不(bu)足(zu),不(bu)僅(jin)公共充電樁選址落地困難,私人安裝充電樁更(geng)是(shi)難上(shang)加(jia)難。”石炳啟指出(chu),住宅小(xiao)區(qu)(qu)內(nei)(nei)部(bu)充電樁建設(she)(she)涉及業主、物業、發改、消防、住建、街道(dao)等(deng)多(duo)個管理(li)部(bu)門(men),審(shen)批環(huan)節繁瑣,車(che)(che)主協調各單位(wei)簽字許可過程(cheng)艱難。
“第二痛”是城市(shi)公(gong)共充電(dian)站(zhan)燃油(you)(you)車(che)占位(wei)現(xian)象嚴重。城市(shi)中心(xin)地帶空間資源稀缺,公(gong)共停車(che)位(wei)供不應求,燃油(you)(you)車(che)占用電(dian)動汽車(che)充電(dian)專用停車(che)位(wei)的(de)情況頻繁(fan)出現(xian)。石炳啟表示(shi),現(xian)行(xing)國家交通法律法規未針對這一(yi)問題制(zhi)定(ding)(ding)明確的(de)管理處罰規定(ding)(ding),使得(de)該問題長期得(de)不到有效治理。
“第三痛”是高(gao)速(su)(su)公路充(chong)電(dian)難問題(ti)。石(shi)炳啟在調研時(shi)發現,高(gao)速(su)(su)公路充(chong)電(dian)需(xu)求(qiu)增長(chang)迅速(su)(su),且(qie)具有明顯的季節(jie)性和時(shi)段性,平時(shi)充(chong)電(dian)需(xu)求(qiu)相對較小,節(jie)假(jia)日期間需(xu)求(qiu)則激增。“當前(qian),高(gao)速(su)(su)公路充(chong)電(dian)樁(zhuang)面臨進場(chang)難、經營(ying)難等問題(ti),社會運營(ying)商投資(zi)意愿普遍不足。”
為(wei)解(jie)(jie)決(jue)這些問題,推(tui)(tui)(tui)動新能源汽(qi)車產業發展,助力交(jiao)通綠(lv)色低碳轉(zhuan)型,石炳啟建言(yan),在保障(zhang)居(ju)住(zhu)區(qu)充電(dian)(dian)樁(zhuang)建設(she)方(fang)面,由國家(jia)發改委、住(zhu)建部等部門牽頭(tou),加快研究出(chu)臺全(quan)國性(xing)的(de)(de)存量小區(qu)充電(dian)(dian)基礎設(she)施建設(she)改造(zao)標準(zhun)規(gui)范,推(tui)(tui)(tui)動相(xiang)關配套政策盡(jin)快落(luo)地實(shi)施。結合老(lao)舊(jiu)小區(qu)改造(zao)工程,推(tui)(tui)(tui)動固定車位應裝盡(jin)裝,切實(shi)解(jie)(jie)決(jue)居(ju)住(zhu)區(qu)充電(dian)(dian)難(nan)題。“例如,在部分試點城(cheng)市的(de)(de)老(lao)舊(jiu)小區(qu)改造(zao)中,同步規(gui)劃建設(she)充電(dian)(dian)樁(zhuang),成功緩解(jie)(jie)了居(ju)民充電(dian)(dian)壓力。”
在出臺電(dian)(dian)動汽(qi)車(che)(che)(che)充(chong)電(dian)(dian)車(che)(che)(che)位管理法規上,由城(cheng)管、公(gong)安(an)部門牽頭,制訂(ding)詳細的(de)公(gong)共(gong)電(dian)(dian)動汽(qi)車(che)(che)(che)充(chong)電(dian)(dian)車(che)(che)(che)位管理規范,明確禁止(zhi)燃油車(che)(che)(che)長時間占(zhan)(zhan)用電(dian)(dian)動汽(qi)車(che)(che)(che)充(chong)電(dian)(dian)專用停(ting)(ting)車(che)(che)(che)位。在充(chong)電(dian)(dian)樁停(ting)(ting)車(che)(che)(che)位醒目位置施(shi)劃“新(xin)能(neng)源汽(qi)車(che)(che)(che)充(chong)電(dian)(dian)專用”標線,便于識別和管理。對于違反規定占(zhan)(zhan)用充(chong)電(dian)(dian)樁專用車(che)(che)(che)位的(de)非(fei)新(xin)能(neng)源車(che)(che)(che)輛(liang),依法依規予以處罰。
在強(qiang)化高速(su)公(gong)路(lu)充(chong)電(dian)(dian)(dian)(dian)基礎保障(zhang)能力上,可以(yi)由交通運輸(shu)部(bu)、國家發改委(wei)牽頭,將充(chong)電(dian)(dian)(dian)(dian)設(she)施納(na)(na)入高速(su)公(gong)路(lu)服(fu)務(wu)區(qu)建(jian)設(she)規劃和強(qiang)制配(pei)(pei)置標準,從規劃層面保障(zhang)充(chong)電(dian)(dian)(dian)(dian)設(she)施的合(he)(he)理布局。建(jian)立(li)由政府主管(guan)部(bu)門牽頭,公(gong)路(lu)、電(dian)(dian)(dian)(dian)網、充(chong)電(dian)(dian)(dian)(dian)運營等(deng)企業共同參與的合(he)(he)作(zuo)機制,吸(xi)引(yin)社會主體發揮各自優(you)勢投資(zi)(zi)建(jian)設(she)高速(su)公(gong)路(lu)充(chong)換(huan)電(dian)(dian)(dian)(dian)設(she)施。將充(chong)電(dian)(dian)(dian)(dian)服(fu)務(wu)納(na)(na)入節假日高速(su)公(gong)路(lu)出行保障(zhang)方案,提前(qian)做好應急預案和資(zi)(zi)源調(diao)配(pei)(pei),確保新能源汽車用戶安心出行。“比如在一些熱門旅游線(xian)路(lu)的高速(su)公(gong)路(lu)服(fu)務(wu)區(qu),提前(qian)預測節假日充(chong)電(dian)(dian)(dian)(dian)需(xu)求,合(he)(he)理調(diao)配(pei)(pei)充(chong)電(dian)(dian)(dian)(dian)資(zi)(zi)源,有效(xiao)緩解了充(chong)電(dian)(dian)(dian)(dian)難問題。”石炳啟說。
