張希良:關于綠電交易、綠證交易和碳交易的幾點看法
【谷騰環保網訊】在(zai)(zai)全(quan)球產(chan)品貿(mao)(mao)易(yi)中,產(chan)品的碳(tan)(tan)排放(fang)(fang)已成為一個(ge)不可回避的重(zhong)要問題(ti),將(jiang)對(dui)(dui)未來(lai)全(quan)球貿(mao)(mao)易(yi)規則演變(bian)產(chan)生深遠的影(ying)響。另外,我國(guo)(guo)也在(zai)(zai)著手建(jian)立國(guo)(guo)家碳(tan)(tan)排放(fang)(fang)控制(zhi)(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)(zhi)度(du)。綠(lv)電交(jiao)易(yi)、綠(lv)證(zheng)交(jiao)易(yi)和碳(tan)(tan)交(jiao)易(yi)是(shi)三(san)個(ge)基于市場(chang)的促(cu)進能源經濟低(di)碳(tan)(tan)轉(zhuan)型的政策(ce)工具,對(dui)(dui)我國(guo)(guo)應(ying)對(dui)(dui)國(guo)(guo)際(ji)貿(mao)(mao)易(yi)中的碳(tan)(tan)排放(fang)(fang)問題(ti)和建(jian)立全(quan)國(guo)(guo)碳(tan)(tan)排放(fang)(fang)控制(zhi)(zhi)(zhi)(zhi)制(zhi)(zhi)(zhi)(zhi)度(du)都十分重(zhong)要。因此,盡管這三(san)個(ge)交(jiao)易(yi)制(zhi)(zhi)(zhi)(zhi)度(du)的建(jian)設在(zai)(zai)我國(guo)(guo)仍處于起步階段,但社會各(ge)界高度(du)關注(zhu)。同時(shi)也注(zhu)意到,大家對(dui)(dui)這三(san)個(ge)制(zhi)(zhi)(zhi)(zhi)度(du)的認識(shi),特(te)別是(shi)對(dui)(dui)這三(san)個(ge)制(zhi)(zhi)(zhi)(zhi)度(du)之(zhi)間的關系尚缺乏(fa)共識(shi)。本(ben)人在(zai)(zai)此談(tan)幾(ji)點個(ge)人看法。
一、綠電交易
可(ke)再(zai)生能(neng)源綠(lv)(lv)(lv)色電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易,簡稱“綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易”,是一(yi)種基于(yu)電(dian)(dian)力(li)購買(mai)協議(yi)(Power Purchase Agreement)和(he)(he)體(ti)現可(ke)再(zai)生能(neng)源屬(shu)性(Renewable Energy Attribute)的(de)電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易制度(du)安(an)排。綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易往(wang)往(wang)涉及(ji)發(fa)電(dian)(dian)企(qi)業、電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易商、電(dian)(dian)力(li)用(yong)戶(hu)三類市(shi)場主體(ti),能(neng)夠實現從(cong)發(fa)電(dian)(dian)到輸配(pei)到最(zui)終(zhong)使用(yong)整個電(dian)(dian)力(li)供(gong)應鏈的(de)可(ke)再(zai)生能(neng)源屬(shu)性的(de)確認。綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易不僅是一(yi)種將電(dian)(dian)力(li)價值交(jiao)(jiao)(jiao)(jiao)易與可(ke)再(zai)生能(neng)源屬(shu)性交(jiao)(jiao)(jiao)(jiao)易融為一(yi)體(ti)的(de)交(jiao)(jiao)(jiao)(jiao)易制度(du),也(ye)是一(yi)種電(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易與可(ke)再(zai)生能(neng)源電(dian)(dian)力(li)溯源有(you)機結合的(de)交(jiao)(jiao)(jiao)(jiao)易制度(du)。因此,綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易是一(yi)種能(neng)夠同(tong)步促進可(ke)再(zai)生能(neng)源電(dian)(dian)力(li)生產、消納和(he)(he)使用(yong)的(de)交(jiao)(jiao)(jiao)(jiao)易制度(du)。需要注意的(de)是,受綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易市(shi)場邊(bian)界(jie)的(de)限制,對(dui)部分(fen)電(dian)(dian)力(li)用(yong)戶(hu)而言,直接參與綠(lv)(lv)(lv)電(dian)(dian)交(jiao)(jiao)(jiao)(jiao)易可(ke)能(neng)存在(zai)一(yi)定的(de)障礙(ai)。
二、綠證交易
可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)綠(lv)色電(dian)(dian)(dian)(dian)(dian)力(li)證(zheng)書交(jiao)(jiao)(jiao)(jiao)易(yi)(yi),簡(jian)稱(cheng)“綠(lv)證(zheng)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)”,是(shi)(shi)(shi)一(yi)(yi)(yi)種基于(yu)(yu)(yu)可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)綠(lv)色電(dian)(dian)(dian)(dian)(dian)力(li)證(zheng)書(Renewable Energy Certificates)的(de)(de)電(dian)(dian)(dian)(dian)(dian)力(li)可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)屬(shu)性(xing)(Renewable Energy Attribute)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)制度(du)。綠(lv)證(zheng)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)是(shi)(shi)(shi)一(yi)(yi)(yi)種將電(dian)(dian)(dian)(dian)(dian)力(li)價值(zhi)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)與可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)屬(shu)性(xing)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)相分(fen)離的(de)(de)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)制度(du),主要用(yong)于(yu)(yu)(yu)替代(dai)財政對可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)項(xiang)目(mu)的(de)(de)補(bu)貼(tie)。部分(fen)跨(kua)國(guo)企(qi)業(ye)希望用(yong)綠(lv)證(zheng)滿(man)足對自(zi)身供應鏈提出低碳要求時,對產品的(de)(de)間接排(pai)(pai)放進(jin)行(xing)追溯的(de)(de)有(you)關要求。但(dan)(dan)(dan)綠(lv)證(zheng)本身并不(bu)(bu)(bu)(bu)含有(you)可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)力(li)溯源(yuan)(yuan)(yuan)信(xin)息。綠(lv)證(zheng)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)雖(sui)然也(ye)涉及(ji)發(fa)電(dian)(dian)(dian)(dian)(dian)企(qi)業(ye)、電(dian)(dian)(dian)(dian)(dian)力(li)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)商、電(dian)(dian)(dian)(dian)(dian)力(li)用(yong)戶三類市場主體,但(dan)(dan)(dan)在(zai)(zai)當前的(de)(de)制度(du)安排(pai)(pai)下,只(zhi)能(neng)夠(gou)從發(fa)電(dian)(dian)(dian)(dian)(dian)環(huan)節確認(ren)電(dian)(dian)(dian)(dian)(dian)力(li)的(de)(de)可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)屬(shu)性(xing),并不(bu)(bu)(bu)(bu)能(neng)在(zai)(zai)輸配和使(shi)用(yong)環(huan)節有(you)效確認(ren)電(dian)(dian)(dian)(dian)(dian)力(li)的(de)(de)可(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)屬(shu)性(xing)。綠(lv)證(zheng)交(jiao)(jiao)(jiao)(jiao)易(yi)(yi)在(zai)(zai)國(guo)際上存(cun)在(zai)(zai)的(de)(de)一(yi)(yi)(yi)個(ge)主要問(wen)題就(jiu)是(shi)(shi)(shi)所(suo)謂的(de)(de)“漂綠(lv)”風險。如(ru)果一(yi)(yi)(yi)個(ge)電(dian)(dian)(dian)(dian)(dian)解(jie)鋁廠(chang)實(shi)際使(shi)用(yong)的(de)(de)是(shi)(shi)(shi)來自(zi)其自(zi)備煤電(dian)(dian)(dian)(dian)(dian)廠(chang)的(de)(de)電(dian)(dian)(dian)(dian)(dian),但(dan)(dan)(dan)又購買了等(deng)量的(de)(de)綠(lv)證(zheng),以此宣稱(cheng)使(shi)用(yong)的(de)(de)電(dian)(dian)(dian)(dian)(dian)為綠(lv)電(dian)(dian)(dian)(dian)(dian)就(jiu)是(shi)(shi)(shi)一(yi)(yi)(yi)種典型的(de)(de)“漂綠(lv)”。由(you)于(yu)(yu)(yu)國(guo)際綠(lv)證(zheng)市場混亂,標(biao)準不(bu)(bu)(bu)(bu)一(yi)(yi)(yi),信(xin)譽(yu)度(du)不(bu)(bu)(bu)(bu)高,近期多(duo)個(ge)國(guo)際環(huan)保組織公開批評一(yi)(yi)(yi)些跨(kua)國(guo)公司認(ren)可(ke)(ke)(ke)綠(lv)證(zheng)的(de)(de)行(xing)為是(shi)(shi)(shi)“漂綠(lv)”。由(you)于(yu)(yu)(yu)綠(lv)證(zheng)無法完(wan)全附帶綠(lv)電(dian)(dian)(dian)(dian)(dian)的(de)(de)用(yong)電(dian)(dian)(dian)(dian)(dian)屬(shu)性(xing),2024年4月歐盟發(fa)布的(de)(de)《歐盟電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)和廢電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)法規(gui)》配套細則電(dian)(dian)(dian)(dian)(dian)動車電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)碳足跡計(ji)算規(gui)則草案(an)中提出,在(zai)(zai)核(he)算電(dian)(dian)(dian)(dian)(dian)池(chi)(chi)碳足跡時不(bu)(bu)(bu)(bu)可(ke)(ke)(ke)使(shi)用(yong)綠(lv)證(zheng)來降低排(pai)(pai)放。
三、碳交易
在我國,碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)可分為(wei)(wei)強(qiang)(qiang)制(zhi)(zhi)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)和自愿(yuan)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)。強(qiang)(qiang)制(zhi)(zhi)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)以(yi)政府發放(fang)(fang)的(de)(de)碳(tan)(tan)(tan)(tan)排放(fang)(fang)配(pei)額(Allowance)為(wei)(wei)基(ji)(ji)礎(chu),自愿(yuan)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)以(yi)核證碳(tan)(tan)(tan)(tan)減(jian)(jian)排指標(Certified Emission Reductions)為(wei)(wei)基(ji)(ji)礎(chu)。強(qiang)(qiang)制(zhi)(zhi)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)主要是(shi)一個促(cu)使發電(dian)和工(gong)業(ye)行(xing)業(ye)中的(de)(de)7500家(jia)左右(you)的(de)(de)高排放(fang)(fang)企業(ye)完成(cheng)強(qiang)(qiang)制(zhi)(zhi)碳(tan)(tan)(tan)(tan)減(jian)(jian)排義務的(de)(de)政策(ce)工(gong)具,自愿(yuan)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)是(shi)鼓(gu)勵不在強(qiang)(qiang)制(zhi)(zhi)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)管(guan)控范圍內的(de)(de)組織和個人自愿(yuan)參(can)與碳(tan)(tan)(tan)(tan)減(jian)(jian)排的(de)(de)交(jiao)易(yi)(yi)(yi)(yi)制(zhi)(zhi)度(du)。不論是(shi)強(qiang)(qiang)制(zhi)(zhi)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)還是(shi)自愿(yuan)性碳(tan)(tan)(tan)(tan)交(jiao)易(yi)(yi)(yi)(yi)都以(yi)減(jian)(jian)少碳(tan)(tan)(tan)(tan)排放(fang)(fang)為(wei)(wei)目標,也都屬于基(ji)(ji)于市場的(de)(de)低成(cheng)本碳(tan)(tan)(tan)(tan)減(jian)(jian)排政策(ce)工(gong)具。
四、三種交易制度之間的關系
綠(lv)(lv)(lv)電交易(yi)和綠(lv)(lv)(lv)證交易(yi)都是(shi)(shi)(shi)促進(jin)可(ke)再(zai)生能(neng)(neng)源(yuan)電力(li)(li)發展的(de)(de)交易(yi)制度(du),但兩者之(zhi)間具有很大的(de)(de)差別,不易(yi)做到完(wan)全替(ti)代。兩者的(de)(de)主要差異在(zai)于:一是(shi)(shi)(shi)電力(li)(li)價值交易(yi)與可(ke)再(zai)生能(neng)(neng)源(yuan)屬性(xing)交易(yi)是(shi)(shi)(shi)否(fou)分離,二(er)是(shi)(shi)(shi)對電力(li)(li)可(ke)再(zai)生能(neng)(neng)源(yuan)屬性(xing)的(de)(de)確認范圍不同。以電力(li)(li)購買協(xie)議為基礎(chu)的(de)(de)綠(lv)(lv)(lv)電交易(yi)能(neng)(neng)夠確定(ding)從發電到輸配到最終使(shi)用整(zheng)個(ge)電力(li)(li)供應(ying)鏈(lian)的(de)(de)可(ke)再(zai)生能(neng)(neng)源(yuan)屬性(xing),而(er)綠(lv)(lv)(lv)證交易(yi)本身只能(neng)(neng)在(zai)發電環節確認電力(li)(li)的(de)(de)可(ke)再(zai)生能(neng)(neng)源(yuan)屬性(xing),因而(er)在(zai)很多情況下綠(lv)(lv)(lv)電交易(yi)的(de)(de)電力(li)(li)溯源(yuan)可(ke)信度(du)要高于綠(lv)(lv)(lv)證交易(yi)。
盡管(guan)綠(lv)(lv)(lv)電交(jiao)易和綠(lv)(lv)(lv)證(zheng)交(jiao)易也(ye)能促進碳(tan)(tan)(tan)減排,但它們和碳(tan)(tan)(tan)交(jiao)易是(shi)兩種不(bu)(bu)(bu)同(tong)(tong)(tong)的(de)交(jiao)易制度:一是(shi)性質不(bu)(bu)(bu)同(tong)(tong)(tong)。碳(tan)(tan)(tan)市(shi)場(chang)(chang)一般由(you)各國(guo)政(zheng)府建(jian)立,《巴黎(li)協定》第六條(tiao)專門規(gui)定了各國(guo)碳(tan)(tan)(tan)市(shi)場(chang)(chang)銜接(jie)規(gui)定,目前(qian)具體(ti)操(cao)作細(xi)節(jie)正在(zai)(zai)談判。綠(lv)(lv)(lv)證(zheng)主(zhu)要(yao)由(you)非(fei)政(zheng)府認(ren)證(zheng)組織發起(qi),不(bu)(bu)(bu)同(tong)(tong)(tong)組織的(de)綠(lv)(lv)(lv)證(zheng)標準(zhun)不(bu)(bu)(bu)同(tong)(tong)(tong),尚沒有國(guo)際(ji)共識,也(ye)未建(jian)立權威的(de)政(zheng)府間組織,我(wo)國(guo)綠(lv)(lv)(lv)證(zheng)正努力(li)爭(zheng)取(qu)境外綠(lv)(lv)(lv)證(zheng)核發機(ji)構和組織的(de)認(ren)可(ke)。二是(shi)作用不(bu)(bu)(bu)同(tong)(tong)(tong)。碳(tan)(tan)(tan)市(shi)場(chang)(chang)是(shi)應對歐(ou)(ou)盟碳(tan)(tan)(tan)邊境調節(jie)機(ji)制(CBAM)的(de)有效主(zhu)渠道。CBAM對出(chu)口(kou)歐(ou)(ou)盟產品(pin)提出(chu)產品(pin)碳(tan)(tan)(tan)排放核算要(yao)求(qiu)(qiu),對已(yi)經在(zai)(zai)本(ben)國(guo)碳(tan)(tan)(tan)市(shi)場(chang)(chang)支(zhi)付的(de)碳(tan)(tan)(tan)成本(ben)予以(yi)減免。綠(lv)(lv)(lv)證(zheng)是(shi)一些跨國(guo)企業(ye)(ye)對其供應鏈低碳(tan)(tan)(tan)要(yao)求(qiu)(qiu),綠(lv)(lv)(lv)證(zheng)是(shi)否可(ke)以(yi)幫(bang)助企業(ye)(ye)應對碳(tan)(tan)(tan)壁壘,取(qu)決(jue)于獲得國(guo)家間認(ren)可(ke)而不(bu)(bu)(bu)是(shi)非(fei)政(zheng)府組織認(ren)可(ke),目前(qian)CBAM主(zhu)要(yao)是(shi)需要(yao)與歐(ou)(ou)盟碳(tan)(tan)(tan)市(shi)場(chang)(chang)規(gui)則對接(jie),而歐(ou)(ou)盟碳(tan)(tan)(tan)市(shi)場(chang)(chang)目前(qian)不(bu)(bu)(bu)認(ren)可(ke)各類綠(lv)(lv)(lv)證(zheng),但認(ren)可(ke)碳(tan)(tan)(tan)市(shi)場(chang)(chang)。
我們說(shuo)綠電交(jiao)(jiao)易(yi)、綠證(zheng)(zheng)交(jiao)(jiao)易(yi)和(he)碳交(jiao)(jiao)易(yi)是三個不同的(de)交(jiao)(jiao)易(yi)制度(du),并不代表三種制度(du)之(zhi)間毫無關聯。首先,綠電交(jiao)(jiao)易(yi)和(he)綠證(zheng)(zheng)交(jiao)(jiao)易(yi)的(de)價(jia)格關聯性(xing)就很高,綠證(zheng)(zheng)的(de)交(jiao)(jiao)易(yi)價(jia)格會(hui)影響到綠電的(de)交(jiao)(jiao)易(yi)價(jia)格,反之(zhi)亦然;第二,在碳交(jiao)(jiao)易(yi)制度(du)下,碳排(pai)放(fang)資源的(de)稀缺(que)性(xing)得(de)以(yi)不斷(duan)顯現,碳價(jia)不斷(duan)上(shang)升的(de)走勢也會(hui)影響到綠電和(he)綠證(zheng)(zheng)的(de)價(jia)格;第三,如果碳交(jiao)(jiao)易(yi)管控(kong)的(de)碳排(pai)放(fang)包括(kuo)電力間接排(pai)放(fang),綠電的(de)交(jiao)(jiao)易(yi)信息能夠(gou)為(wei)核算企業碳排(pai)放(fang)和(he)向企業發放(fang)配額提供重要數據和(he)憑(ping)證(zheng)(zheng)。
五、三種交易制度與貿易碳排放問題應對
歐(ou)盟決定(ding)實(shi)施(shi)碳(tan)邊(bian)(bian)境(jing)調節(jie)機制(zhi)(zhi)(zhi)(CBAM)后(hou),社(she)會各(ge)界特(te)別是(shi)(shi)(shi)向歐(ou)盟出口的企業(ye)對這個問題(ti)十分(fen)關注。應該(gai)認識到歐(ou)盟實(shi)施(shi)碳(tan)邊(bian)(bian)境(jing)調節(jie)機制(zhi)(zhi)(zhi)的主(zhu)要(yao)動因是(shi)(shi)(shi)歐(ou)盟計(ji)劃將(jiang)其碳(tan)交易體系(xi)(ETS)所覆(fu)蓋(gai)(gai)的工(gong)(gong)業(ye)行業(ye)的配(pei)額(e)(e)分(fen)配(pei)方(fang)式(shi)由免費分(fen)配(pei)逐漸過(guo)渡到全(quan)部拍(pai)賣。歐(ou)盟實(shi)施(shi)碳(tan)邊(bian)(bian)境(jing)調節(jie)機制(zhi)(zhi)(zhi)的實(shi)質實(shi)際(ji)上是(shi)(shi)(shi)將(jiang)其碳(tan)交易體系(xi)的管(guan)控范(fan)圍擴大(da)到向歐(ou)盟出口相關工(gong)(gong)業(ye)產品的企業(ye)。因此,在三種交易制(zhi)(zhi)(zhi)度(du)中,碳(tan)交易是(shi)(shi)(shi)最(zui)直接和最(zui)有(you)效應對CBAM的制(zhi)(zhi)(zhi)度(du)。具體的做法有(you)兩條:一是(shi)(shi)(shi)將(jiang)全(quan)國強制(zhi)(zhi)(zhi)性碳(tan)交易的行業(ye)覆(fu)蓋(gai)(gai)范(fan)圍由發電一個行業(ye)盡(jin)快擴大(da)到工(gong)(gong)業(ye)行業(ye),二是(shi)(shi)(shi)盡(jin)快引入配(pei)額(e)(e)有(you)償分(fen)配(pei)機制(zhi)(zhi)(zhi)。
對于應(ying)對歐盟和(he)其他西方(fang)國家制(zhi)(zhi)造的基于產品(pin)碳足跡的綠色貿易(yi)(yi)壁壘問題,這(zhe)三種交(jiao)易(yi)(yi)制(zhi)(zhi)度(du)可以(yi)發揮以(yi)下(xia)兩(liang)個方(fang)面的作用(yong):一是加快建設以(yi)全國強制(zhi)(zhi)性(xing)碳交(jiao)易(yi)(yi)為核心的國家碳定價體系,這(zhe)也是應(ying)對未來(lai)所有產品(pin)貿易(yi)(yi)碳排放問題的一個戰略性(xing)舉措;二是不能(neng)將綠電交(jiao)易(yi)(yi)與綠證交(jiao)易(yi)(yi)兩(liang)種制(zhi)(zhi)度(du)割裂開來(lai),而是要將兩(liang)種制(zhi)(zhi)度(du)有機(ji)結合(he)起來(lai),建立(li)起高可信度(du)的可再生電力溯源制(zhi)(zhi)度(du)體系。
六、碳交易制度與國家碳排放控制制度建設
當前(qian)國家碳(tan)(tan)(tan)(tan)排(pai)放(fang)控(kong)制制度建(jian)(jian)設的一(yi)個(ge)主要路徑是(shi)由(you)(you)能(neng)耗(hao)(hao)“雙(shuang)控(kong)”轉向碳(tan)(tan)(tan)(tan)排(pai)放(fang)“雙(shuang)控(kong)”,其(qi)中的核(he)(he)心任(ren)務(wu)是(shi)要實(shi)現(xian)(xian)四(si)個(ge)方面的轉換(huan)(huan):一(yi)是(shi)目(mu)標(biao)(biao)轉換(huan)(huan),由(you)(you)能(neng)耗(hao)(hao)總量(liang)和強(qiang)度目(mu)標(biao)(biao)轉換(huan)(huan)為(wei)碳(tan)(tan)(tan)(tan)排(pai)放(fang)總量(liang)和強(qiang)度目(mu)標(biao)(biao);二是(shi)產(chan)品(pin)(pin)標(biao)(biao)準體系轉換(huan)(huan),由(you)(you)能(neng)耗(hao)(hao)標(biao)(biao)準轉換(huan)(huan)為(wei)產(chan)品(pin)(pin)的碳(tan)(tan)(tan)(tan)排(pai)放(fang)標(biao)(biao)準;三(san)是(shi)企(qi)業統(tong)計(ji)(ji)、計(ji)(ji)量(liang)和核(he)(he)算體系的轉換(huan)(huan),由(you)(you)能(neng)耗(hao)(hao)統(tong)計(ji)(ji)、計(ji)(ji)量(liang)和核(he)(he)算轉換(huan)(huan)為(wei)碳(tan)(tan)(tan)(tan)排(pai)放(fang)統(tong)計(ji)(ji)、計(ji)(ji)量(liang)和核(he)(he)算;四(si)是(shi)政策手(shou)段的轉換(huan)(huan),由(you)(you)以行政手(shou)段為(wei)主轉換(huan)(huan)成(cheng)以市(shi)場(chang)手(shou)段為(wei)主。碳(tan)(tan)(tan)(tan)市(shi)場(chang)建(jian)(jian)設的核(he)(he)心是(shi)碳(tan)(tan)(tan)(tan)排(pai)放(fang)總量(liang)設定、碳(tan)(tan)(tan)(tan)排(pai)放(fang)配額(e)分配和碳(tan)(tan)(tan)(tan)排(pai)放(fang)MRV(監測(ce)、報告和核(he)(he)查)三(san)個(ge)制度的建(jian)(jian)設。通(tong)過(guo)加快推進強(qiang)制性碳(tan)(tan)(tan)(tan)交易制度建(jian)(jian)設,完全(quan)(quan)可(ke)以在占全(quan)(quan)國碳(tan)(tan)(tan)(tan)排(pai)放(fang)量(liang)70%的7500家企(qi)業率先(xian)實(shi)現(xian)(xian)能(neng)耗(hao)(hao)“雙(shuang)控(kong)”轉向碳(tan)(tan)(tan)(tan)排(pai)放(fang)“雙(shuang)控(kong)”。因而,全(quan)(quan)國碳(tan)(tan)(tan)(tan)市(shi)場(chang)建(jian)(jian)設完全(quan)(quan)可(ke)以在能(neng)耗(hao)(hao)“雙(shuang)控(kong)”逐步轉向碳(tan)(tan)(tan)(tan)排(pai)放(fang)“雙(shuang)控(kong)”中發揮先(xian)導作用。
