《天津市城鄉建設領域碳達峰實施方案》發布
【谷騰環保網訊】8月16日,天津(jin)市(shi)(shi)住房城(cheng)鄉(xiang)(xiang)建設委(wei)、市(shi)(shi)發展改革委(wei)、市(shi)(shi)城(cheng)市(shi)(shi)管理委(wei)聯合印發《天津(jin)市(shi)(shi)城(cheng)鄉(xiang)(xiang)建設領域碳(tan)達(da)峰實施(shi)方案》,《方案》提出,2030年前,天津(jin)市(shi)(shi)城(cheng)鄉(xiang)(xiang)建設領域碳(tan)排(pai)放達(da)到峰值,力(li)爭(zheng)率先達(da)峰。

天津市城鄉建設領域碳達峰實施方案
為深入貫徹(che)落實黨中(zhong)央、國務(wu)院關于(yu)碳(tan)(tan)達(da)峰(feng)(feng)、碳(tan)(tan)中(zhong)和(he)的重大戰略決策,落實市(shi)委(wei)、市(shi)政(zheng)府碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)工作(zuo)要求,穩妥有序推進城鄉建設領域碳(tan)(tan)達(da)峰(feng)(feng)行動(dong),制(zhi)定(ding)本方案。
一、工作基礎
天(tian)(tian)津市(shi)高(gao)度重視(shi)建筑(zhu)節(jie)能與(yu)綠色發展,建筑(zhu)節(jie)能、綠色建筑(zhu)、裝配式(shi)建筑(zhu)、可(ke)再生能源應(ying)用(yong)等各項工作取得(de)顯著(zhu)成效,為天(tian)(tian)津市(shi)城(cheng)鄉建設領(ling)域碳(tan)達峰筑(zhu)牢(lao)基礎支撐。
(一)建(jian)筑節能減排(pai)穩步(bu)推進
天(tian)津市在全國(guo)率先實施了新建(jian)(jian)(jian)居住(zhu)(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)四步節(jie)能(neng)(neng)(neng)設計(ji)(ji)(ji)標(biao)準和公共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)三(san)步節(jie)能(neng)(neng)(neng)設計(ji)(ji)(ji)標(biao)準,積極(ji)推進(jin)新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)工(gong)作(zuo),截(jie)(jie)至2020年(nian)(nian)底(di)累計(ji)(ji)(ji)建(jian)(jian)(jian)成(cheng)民用節(jie)能(neng)(neng)(neng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)面積超過(guo)5億(yi)平方米(mi)。2007年(nian)(nian)起(qi)多措(cuo)并(bing)舉推動既(ji)有(you)居住(zhu)(zhu)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)供熱計(ji)(ji)(ji)量與節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao),同(tong)時打造(zao)(zao)既(ji)有(you)公共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao)工(gong)作(zuo)標(biao)桿,于2011年(nian)(nian)成(cheng)為全國(guo)首批公共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao)示范城(cheng)市,于2017年(nian)(nian)獲批公共(gong)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)(neng)效(xiao)提升重點城(cheng)市,截(jie)(jie)至2020年(nian)(nian)底(di)累計(ji)(ji)(ji)完成(cheng)既(ji)有(you)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao)超過(guo)1億(yi)平方米(mi),改(gai)造(zao)(zao)完成(cheng)后既(ji)有(you)城(cheng)鎮住(zhu)(zhu)宅中節(jie)能(neng)(neng)(neng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)占(zhan)比達到了98%以上(shang),節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao)工(gong)作(zuo)成(cheng)效(xiao)顯著。
(二)綠(lv)色建筑發(fa)展位居全國前(qian)列
以(yi)中(zhong)(zhong)新(xin)天(tian)津生(sheng)態(tai)城(cheng)(cheng)為引領(ling),“十(shi)二五(wu)”期(qi)間推動(dong)于家堡金融區(qu)(qu)、新(xin)梅江居住區(qu)(qu)等(deng)10個(ge)(ge)片區(qu)(qu)開工建(jian)設(she),新(xin)建(jian)綠(lv)色(se)建(jian)筑(zhu)(zhu)面積(ji)3200萬平(ping)(ping)方米(mi),綠(lv)色(se)建(jian)筑(zhu)(zhu)實(shi)現快速發展。“十(shi)三五(wu)”期(qi)間新(xin)建(jian)綠(lv)色(se)建(jian)筑(zhu)(zhu)超過1.7億平(ping)(ping)方米(mi),實(shi)現了綠(lv)色(se)建(jian)筑(zhu)(zhu)全(quan)覆(fu)蓋發展;全(quan)市累計獲(huo)得(de)綠(lv)色(se)建(jian)筑(zhu)(zhu)評(ping)價標(biao)識項目(mu)(mu)337個(ge)(ge),建(jian)筑(zhu)(zhu)面積(ji)達到3141萬平(ping)(ping)方米(mi),其中(zhong)(zhong)綠(lv)色(se)建(jian)筑(zhu)(zhu)設(she)計標(biao)識項目(mu)(mu)320個(ge)(ge),綠(lv)色(se)建(jian)筑(zhu)(zhu)運行標(biao)識項目(mu)(mu)17個(ge)(ge)。綠(lv)色(se)生(sheng)態(tai)城(cheng)(cheng)區(qu)(qu)示范效(xiao)應顯著,“中(zhong)(zhong)新(xin)天(tian)津生(sheng)態(tai)城(cheng)(cheng)”獲(huo)得(de)國家首批“綠(lv)色(se)生(sheng)態(tai)城(cheng)(cheng)區(qu)(qu)運營三星(xing)級標(biao)識”,推動(dong)了國家生(sheng)態(tai)城(cheng)(cheng)區(qu)(qu)建(jian)設(she)管理的高水平(ping)(ping)發展。
(三)裝(zhuang)配式建筑發展基礎(chu)夯(hang)實
充分發(fa)(fa)揮政(zheng)府主(zhu)導和市場機制作用,從政(zheng)策(ce)、標準(zhun)、產(chan)業(ye)(ye)等多角度、多環節推動(dong)裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)發(fa)(fa)展(zhan)(zhan)(zhan)。出(chu)臺《關于(yu)(yu)加(jia)(jia)快推進建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)和改革的實(shi)施(shi)意(yi)見》《關于(yu)(yu)加(jia)(jia)快推進我市建(jian)(jian)筑(zhu)(zhu)(zhu)產(chan)業(ye)(ye)現(xian)(xian)代化發(fa)(fa)展(zhan)(zhan)(zhan)(2015-2017年)實(shi)施(shi)意(yi)見》《天(tian)津市關于(yu)(yu)大力發(fa)(fa)展(zhan)(zhan)(zhan)裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)的實(shi)施(shi)方案》等政(zheng)策(ce)文件,明確裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)發(fa)(fa)展(zhan)(zhan)(zhan)目標、重點(dian)任務(wu)、支持政(zheng)策(ce)和保障措施(shi)。基本建(jian)(jian)立了覆蓋裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)設(she)計(ji)、生產(chan)、施(shi)工安裝(zhuang)全過(guo)程(cheng)標準(zhun)體系,形(xing)成有(you)效(xiao)技術(shu)支撐。積極推動(dong)試(shi)點(dian)示范項目和產(chan)業(ye)(ye)基地建(jian)(jian)設(she),建(jian)(jian)成15個裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)產(chan)業(ye)(ye)基地,其中靜(jing)海區支持建(jian)(jian)立的“天(tian)津市現(xian)(xian)代建(jian)(jian)筑(zhu)(zhu)(zhu)產(chan)業(ye)(ye)園”被住建(jian)(jian)部認定為園區類裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)產(chan)業(ye)(ye)基地。“十三五”期(qi)間實(shi)現(xian)(xian)了裝(zhuang)配(pei)(pei)式(shi)(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)項目占當年新(xin)建(jian)(jian)開工量30%的目標。
(四(si))可再生能源建筑應用態勢良好
積(ji)(ji)極推動(dong)可再(zai)生(sheng)能源(yuan)建(jian)(jian)(jian)筑(zhu)應(ying)用(yong)(yong)示(shi)范(fan),“十二五(wu)”期間(jian),濱海新區(qu)、薊縣(xian)、寧河縣(xian)、靜海縣(xian)和(he)大邱莊鎮(zhen)、河西務鎮(zhen)、蘆臺鎮(zhen)等(deng)“一區(qu)三縣(xian)三鎮(zhen)”被住(zhu)建(jian)(jian)(jian)部評為國家可再(zai)生(sheng)能源(yuan)示(shi)范(fan)市縣(xian),應(ying)用(yong)(yong)面積(ji)(ji)達到304萬平(ping)方(fang)米。規模化推廣可再(zai)生(sheng)能源(yuan)應(ying)用(yong)(yong),大力推動(dong)區(qu)域綜(zong)合可再(zai)生(sheng)能源(yuan)站的(de)建(jian)(jian)(jian)設,并將12層以下建(jian)(jian)(jian)筑(zhu)應(ying)用(yong)(yong)太陽(yang)能熱水的(de)技術(shu)要求(qiu)納入強(qiang)制性標準,實現可再(zai)生(sheng)能源(yuan)應(ying)用(yong)(yong)范(fan)圍持續擴大,“十二五(wu)”期間(jian)可再(zai)生(sheng)能源(yuan)應(ying)用(yong)(yong)面積(ji)(ji)達到2206萬平(ping)方(fang)米。
二、總體思路
(一)指導思(si)想
以(yi)習(xi)近(jin)平(ping)(ping)(ping)新(xin)(xin)時(shi)代(dai)中(zhong)國特色社會主義思(si)想(xiang)為(wei)指導,全面(mian)貫(guan)徹(che)黨的二十(shi)大(da)精(jing)神,深入(ru)貫(guan)徹(che)習(xi)近(jin)平(ping)(ping)(ping)生態(tai)文明思(si)想(xiang),落(luo)實習(xi)近(jin)平(ping)(ping)(ping)總書(shu)記(ji)對(dui)天津工(gong)作“三個著(zhu)力”重要(yao)要(yao)求,按照《城鄉(xiang)建(jian)設領域碳(tan)達(da)峰實施(shi)方(fang)案》和《天津市碳(tan)達(da)峰實施(shi)方(fang)案》部署要(yao)求,立(li)足新(xin)(xin)發(fa)展(zhan)(zhan)階段,完整(zheng)、準確、全面(mian)貫(guan)徹(che)新(xin)(xin)發(fa)展(zhan)(zhan)理念,構建(jian)新(xin)(xin)發(fa)展(zhan)(zhan)格局,以(yi)綠色低(di)碳(tan)發(fa)展(zhan)(zhan)為(wei)引領,以(yi)科(ke)技創新(xin)(xin)為(wei)驅動,加(jia)快轉變城鄉(xiang)建(jian)設方(fang)式,提升(sheng)綠色低(di)碳(tan)發(fa)展(zhan)(zhan)質量,不斷滿(man)足人民(min)群眾對(dui)美好生活的需要(yao)。
(二)工(gong)作原則
——積極穩妥,分步(bu)實施。有(you)計劃分步(bu)驟實施碳(tan)達(da)峰(feng)行(xing)動,量(liang)力而(er)行(xing)、盡力而(er)為,統籌規(gui)劃、建(jian)(jian)設、管理三大環節(jie),統籌城鎮和鄉(xiang)村建(jian)(jian)設,注重短期“碳(tan)達(da)峰(feng)”與長期“碳(tan)中和”協調發展。
——節(jie)約(yue)優先,降碳提(ti)效。實(shi)行全面(mian)節(jie)約(yue)戰略(lve),提(ti)高建(jian)(jian)筑能效水平,優化建(jian)(jian)筑用能結構,完善能源消(xiao)耗總(zong)量(liang)和(he)強度調(diao)控(kong),重點控(kong)制(zhi)化石能源消(xiao)費,逐(zhu)步轉向(xiang)碳排放(fang)總(zong)量(liang)和(he)強度“雙控(kong)”制(zhi)度。
——創(chuang)(chuang)新引領,安全(quan)適用。強化科技創(chuang)(chuang)新的支撐引領作用,注重思路(lu)創(chuang)(chuang)新、方法創(chuang)(chuang)新、技術創(chuang)(chuang)新、機制創(chuang)(chuang)新。推動建筑用能(neng)低碳轉型平(ping)穩過渡,促(cu)進建筑用能(neng)與(yu)能(neng)源(yuan)供應、輸配響應互動,確保城鄉建設領域能(neng)源(yuan)安全(quan)。
三、主要目標
2030年前(qian),天津市城鄉建(jian)設(she)領(ling)域碳(tan)排(pai)放(fang)達到峰值,力爭率先達峰。

“十(shi)五(wu)(wu)五(wu)(wu)”期間,近(jin)零能(neng)耗(hao)建(jian)(jian)筑、零能(neng)耗(hao)建(jian)(jian)筑、零碳(tan)建(jian)(jian)筑規模(mo)進一(yi)步擴大(da),高(gao)星級、高(gao)品質綠色(se)(se)建(jian)(jian)筑比例進一(yi)步提高(gao),既(ji)有建(jian)(jian)筑能(neng)耗(hao)限額及數字化(hua)、智(zhi)(zhi)能(neng)化(hua)管(guan)理(li)水平(ping)進一(yi)步提升,清潔(jie)、智(zhi)(zhi)慧(hui)供熱管(guan)理(li)能(neng)力顯著提升,可再生能(neng)源替代(dai)率進一(yi)步提高(gao),城(cheng)鄉建(jian)(jian)設領域綠色(se)(se)低碳(tan)循環發展政(zheng)策(ce)體系更(geng)加完善(shan),城(cheng)鄉建(jian)(jian)設方式(shi)實現綠色(se)(se)低碳(tan)轉型。
四、重點任務
(一)加(jia)強城鄉綠色低碳規劃(hua)引(yin)領(ling)
1.優(you)化(hua)城鄉國土(tu)空間規(gui)劃。按(an)(an)照“三區兩(liang)帶中屏障,一(yi)市雙城多節點”的國土(tu)空間總體格局,引導(dao)集(ji)約節約發展,優(you)化(hua)公(gong)共資源布局。安全優(you)先,嚴格限制(zhi)新(xin)建(jian)(jian)(jian)(jian)250米以(yi)上(shang)超(chao)高(gao)層(ceng)建(jian)(jian)(jian)(jian)筑(zhu)(zhu),不(bu)得新(xin)建(jian)(jian)(jian)(jian)500米以(yi)上(shang)超(chao)高(gao)層(ceng)建(jian)(jian)(jian)(jian)筑(zhu)(zhu),新(xin)建(jian)(jian)(jian)(jian)住宅建(jian)(jian)(jian)(jian)筑(zhu)(zhu)密度應小于(yu)30%、高(gao)度不(bu)超(chao)過(guo)80米。合理布局鄉村(cun)建(jian)(jian)(jian)(jian)設,保護鄉村(cun)生態環境,實現鄉村(cun)綠色低碳化(hua)發展。根據各區城鄉碳排(pai)(pai)放控制(zhi)目標要求和(he)產(chan)業結構(gou)情況,因地制(zhi)宜推動(dong)城鄉建(jian)(jian)(jian)(jian)設領域碳排(pai)(pai)放梯(ti)度達峰。(市規(gui)劃資源局、市住房城鄉建(jian)(jian)(jian)(jian)設委(wei)、市農業農村(cun)委(wei)等按(an)(an)職責分工負責)
