大(da)(da)氣(qi)(qi)污染治(zhi)(zhi)理是(shi)一個復雜的系統工程,關(guan)(guan)系到每個社(she)會成(cheng)員的切身利益(yi),需要利益(yi)相關(guan)(guan)方共同參與。隨著我(wo)國環境治(zhi)(zhi)理的不斷深入(ru),大(da)(da)氣(qi)(qi)污染防治(zhi)(zhi)進入(ru)攻堅期(qi),大(da)(da)氣(qi)(qi)環境質量持(chi)續改善的難度逐漸(jian)加大(da)(da),對(dui)科技(ji)支撐的需求愈發(fa)迫切。如(ru)何統籌運用“科技(ji)創新”和“協同治(zhi)(zhi)理”來有效支撐精(jing)準(zhun)治(zhi)(zhi)污、科學治(zhi)(zhi)污和依法治(zhi)(zhi)污是(shi)當前我(wo)國大(da)(da)氣(qi)(qi)污染防治(zhi)(zhi)面臨的挑(tiao)戰(zhan)。
協同創新助力大氣污染防治具有重要意義
協(xie)(xie)同是20世紀90年代提出的(de)一種(zhong)社(she)會(hui)(hui)管(guan)理概念(nian),主要目的(de)是消除不平衡和(he)提升治理效率。大氣(qi)環境管(guan)理中的(de)協(xie)(xie)同概念(nian)源自(zi)學者對(dui)溫室氣(qi)體(ti)和(he)空氣(qi)污染(ran)物(wu)的(de)協(xie)(xie)同治理研究。隨著社(she)會(hui)(hui)的(de)發展和(he)國(guo)(guo)內(nei)外形(xing)勢的(de)變化,協(xie)(xie)同已經(jing)成為(wei)加(jia)快生態文明體(ti)制改(gai)革、推動(dong)經(jing)濟(ji)社(she)會(hui)(hui)高質(zhi)量(liang)發展、建(jian)設美(mei)麗中國(guo)(guo)的(de)內(nei)在要求。
協同治理是貫徹落實習近平總書記治國理政思想的積極實踐
習(xi)近(jin)平(ping)(ping)總(zong)(zong)書(shu)記(ji)(ji)十分注重(zhong)系統(tong)集成、協(xie)同(tong)高效(xiao),強(qiang)調(diao)要善于(yu)“十個指(zhi)頭彈鋼琴(qin)”。習(xi)近(jin)平(ping)(ping)總(zong)(zong)書(shu)記(ji)(ji)在談到(dao)京津冀協(xie)同(tong)發(fa)展(zhan)(zhan)時,強(qiang)調(diao)要自覺打破自家“一畝三分地”的(de)思維定(ding)式,在談到(dao)推動長江經(jing)濟(ji)帶發(fa)展(zhan)(zhan)時,強(qiang)調(diao)要“防(fang)(fang)(fang)止畸(ji)重(zhong)畸(ji)輕、單兵突進、顧此(ci)失彼(bi)”。2020年7月,習(xi)近(jin)平(ping)(ping)總(zong)(zong)書(shu)記(ji)(ji)強(qiang)調(diao)“十四五(wu)”規劃要將臭(chou)氧(yang)(O3)治(zhi)理(li)提上日(ri)程,與細顆粒物(PM2.5)協(xie)同(tong)控(kong)制(zhi),為“十四五(wu)”時期大氣污(wu)染防(fang)(fang)(fang)治(zhi)工作指(zhi)明了方(fang)向。因此(ci),開(kai)展(zhan)(zhan)大氣污(wu)染防(fang)(fang)(fang)治(zhi)的(de)協(xie)同(tong)治(zhi)理(li)是充分應(ying)用“協(xie)同(tong)”方(fang)法論(lun)的(de)體(ti)現,是深刻學(xue)習(xi)領會和(he)認真貫徹落實(shi)習(xi)近(jin)平(ping)(ping)總(zong)(zong)書(shu)記(ji)(ji)治(zhi)國理(li)政思想的(de)積極實(shi)踐,是探索(suo)新時期下我國大氣污(wu)染防(fang)(fang)(fang)治(zhi)工作的(de)重(zhong)要舉措。
協同創新是國家創新體系轉型的核心思想
當前我(wo)國(guo)(guo)(guo)正邁入(ru)國(guo)(guo)(guo)家創(chuang)新(xin)體(ti)系的轉型(xing)建設期(qi),經濟由(you)高速發(fa)展(zhan)轉向高質(zhi)量(liang)(liang)發(fa)展(zhan),已(yi)進(jin)入(ru)“效率驅動(dong)”向“創(chuang)新(xin)驅動(dong)”轉型(xing)的時代。為(wei)充分激發(fa)各類(lei)創(chuang)新(xin)主體(ti)活(huo)力(li),引(yin)領社會經濟發(fa)展(zhan),協(xie)(xie)同(tong)創(chuang)新(xin)、系統創(chuang)新(xin)、集中(zhong)(zhong)(zhong)攻(gong)關(guan)(guan)已(yi)成為(wei)我(wo)國(guo)(guo)(guo)創(chuang)新(xin)體(ti)系轉型(xing)建設的核心思(si)想。習近(jin)平總書記在(zai)科(ke)(ke)學(xue)家座(zuo)談會上要(yao)(yao)(yao)求科(ke)(ke)學(xue)家要(yao)(yao)(yao)大(da)(da)力(li)弘揚團結(jie)協(xie)(xie)作的協(xie)(xie)同(tong)精神,要(yao)(yao)(yao)發(fa)揮我(wo)國(guo)(guo)(guo)社會主義(yi)制(zhi)度能夠(gou)集中(zhong)(zhong)(zhong)力(li)量(liang)(liang)辦(ban)大(da)(da)事(shi)的顯著(zhu)優(you)勢(shi),優(you)化配置優(you)勢(shi)資(zi)源,推(tui)動(dong)重要(yao)(yao)(yao)領域關(guan)(guan)鍵核心技術(shu)的攻(gong)關(guan)(guan)。黨的十九(jiu)屆五中(zhong)(zhong)(zhong)全會提出,到2035年,要(yao)(yao)(yao)廣泛形成綠色生(sheng)產(chan)生(sheng)活(huo)方(fang)(fang)式,碳(tan)排放(fang)達峰(feng)后穩中(zhong)(zhong)(zhong)有降(jiang),生(sheng)態環境根本(ben)好轉,美麗中(zhong)(zhong)(zhong)國(guo)(guo)(guo)建設目標(biao)基(ji)本(ben)實(shi)現,特別是(shi)(shi)要(yao)(yao)(yao)深入(ru)打(da)好污染防治(zhi)攻(gong)堅戰,持續(xu)改(gai)善環境質(zhi)量(liang)(liang)。要(yao)(yao)(yao)完成這些新(xin)任(ren)(ren)務、實(shi)現這些新(xin)目標(biao),尤其在(zai)2030年碳(tan)排放(fang)達峰(feng)和2060年碳(tan)中(zhong)(zhong)(zhong)和的約束(shu)背景下,我(wo)們比以往任(ren)(ren)何時候都需要(yao)(yao)(yao)依(yi)靠科(ke)(ke)技創(chuang)新(xin),需要(yao)(yao)(yao)向科(ke)(ke)學(xue)技術(shu)要(yao)(yao)(yao)答案、要(yao)(yao)(yao)方(fang)(fang)案、要(yao)(yao)(yao)出路。因(yin)此,利用協(xie)(xie)同(tong)創(chuang)新(xin)開展(zhan)大(da)(da)氣污染防治(zhi),是(shi)(shi)適應我(wo)國(guo)(guo)(guo)創(chuang)新(xin)體(ti)系轉型(xing)的重要(yao)(yao)(yao)表現,也能適應新(xin)形勢(shi),實(shi)現環境治(zhi)理效益最(zui)大(da)(da)化,促進(jin)經濟的高質(zhi)量(liang)(liang)發(fa)展(zhan)。
協同治理是我國大氣污染防治的必然選擇
我(wo)國當前的大(da)氣(qi)污染治(zhi)理(li)以(yi)“屬地(di)管理(li)”為主,即(ji)各級政府在本(ben)行政區(qu)域(yu)內(nei)對(dui)大(da)氣(qi)污染進行控制和治(zhi)理(li),對(dui)本(ben)行政區(qu)域(yu)內(nei)的大(da)氣(qi)質量(liang)負(fu)責,但(dan)這種治(zhi)理(li)模式(shi)與大(da)氣(qi)污染“無(wu)界化”“跨(kua)域(yu)性”特(te)征不適應(ying)。我(wo)國在北(bei)京奧運會、抗戰勝利70周年閱兵、APEC會議等重大(da)活動的空(kong)氣(qi)質量(liang)保障中對(dui)協(xie)同(tong)治(zhi)理(li)進行了積極探(tan)索,取得了顯著(zhu)成效,表明協(xie)同(tong)治(zhi)理(li)對(dui)大(da)氣(qi)污染防(fang)治(zhi)的積極作用。但(dan)這種“運動式(shi)”的方(fang)式(shi)存在不可持(chi)續、治(zhi)理(li)成本(ben)高(gao)、容易造(zao)成反彈等問題。因此,建立(li)常態化的組織(zhi)協(xie)調(diao)、信息(xi)共(gong)享等協(xie)同(tong)治(zhi)理(li)長(chang)效機制是應(ying)對(dui)大(da)氣(qi)污染防(fang)治(zhi)的內(nei)在要求和必然選擇。
大氣污染協同治理存在的不足
2008年(nian)北京奧運會期間,我國首次實(shi)施了(le)大(da)(da)氣(qi)污染(ran)的區(qu)域(yu)(yu)(yu)聯(lian)防(fang)聯(lian)控。2010年(nian),國務院辦(ban)公廳印(yin)發了(le)《關(guan)于推(tui)進大(da)(da)氣(qi)污染(ran)聯(lian)防(fang)聯(lian)控工作改善區(qu)域(yu)(yu)(yu)空(kong)氣(qi)質量指導意見的通知》,明確(que)了(le)大(da)(da)氣(qi)污染(ran)防(fang)治的聯(lian)防(fang)聯(lian)控。區(qu)域(yu)(yu)(yu)聯(lian)動、協(xie)同治理為我國大(da)(da)氣(qi)污染(ran)防(fang)治,尤其是推(tui)動京津冀及周邊地區(qu)等重(zhong)點區(qu)域(yu)(yu)(yu)的空(kong)氣(qi)質量改善發揮了(le)重(zhong)要作用,但大(da)(da)氣(qi)污染(ran)協(xie)同治理仍(reng)然面臨(lin)著(zhu)深層次的問題(ti)和(he)瓶頸。
區域部門間權責利不匹配
一(yi)方面,在(zai)屬地(di)管(guan)理(li)模(mo)式下,區域(yu)空氣質量改善目標往往與地(di)方發展目標沖(chong)突、污染(ran)治(zhi)(zhi)理(li)成(cheng)(cheng)本與地(di)方收益(yi)不(bu)(bu)對稱,以行政管(guan)理(li)手段為主、缺乏(fa)長效激勵(li)機制(zhi),形成(cheng)(cheng)了(le)區域(yu)間(jian)的利(li)益(yi)沖(chong)突。另一(yi)方面,區域(yu)性(xing)(xing)大(da)氣復合污染(ran)問題的解(jie)決需要跨(kua)部門(men)、多領(ling)域(yu)合作,但產業、能源、交(jiao)通等領(ling)域(yu)分屬不(bu)(bu)同部門(men)管(guan)理(li),形成(cheng)(cheng)了(le)部門(men)間(jian)的利(li)益(yi)沖(chong)突。這些導致我國(guo)大(da)氣污染(ran)防(fang)治(zhi)(zhi)聯(lian)防(fang)聯(lian)控仍然存在(zai)治(zhi)(zhi)理(li)“碎片(pian)化(hua)”“信息孤島”、法規協同性(xing)(xing)缺失、政策不(bu)(bu)協調等現象,亟須進(jin)一(yi)步(bu)強化(hua)區域(yu)間(jian)、城市間(jian)、部門(men)間(jian)的協同治(zhi)(zhi)理(li)。
大氣污染防治科技支撐的協同創新不足
近年來,我國在大(da)氣領域的(de)科(ke)技投入不斷加大(da),并取得了一(yi)定(ding)成績,但在協(xie)(xie)同(tong)(tong)創新(xin)以及(ji)科(ke)技成果(guo)轉(zhuan)化(hua)應用上(shang)仍需進(jin)一(yi)步完善(shan)。一(yi)方面(mian),科(ke)技資源配置的(de)協(xie)(xie)調性不足,不同(tong)(tong)階段、不同(tong)(tong)科(ke)技計劃、不同(tong)(tong)研究(jiu)項目之間溝通交流較少,沒有(you)充分發揮國家科(ke)技計劃體系(xi)的(de)協(xie)(xie)同(tong)(tong)效應,無(wu)法(fa)(fa)形成合力。另外,重視單點(dian)突破、弱(ruo)化(hua)大(da)氣污染防治(zhi)科(ke)技支撐體系(xi)的(de)生(sheng)態培養,使(shi)科(ke)研成果(guo)難以進(jin)入市(shi)場循環應用,單點(dian)科(ke)研成果(guo)無(wu)法(fa)(fa)迭代升級,最(zui)終無(wu)法(fa)(fa)形成良(liang)好的(de)創新(xin)生(sheng)態。同(tong)(tong)時,激勵評價機制(zhi)和價值(zhi)觀(guan)多元(yuan)化(hua)等問題,導致無(wu)法(fa)(fa)真(zhen)正實現(xian)聯合或(huo)者(zhe)過于形式上(shang)的(de)協(xie)(xie)同(tong)(tong)成為常態現(xian)象。
大氣重污染成因與治理攻關項目的協同探析
大氣重污(wu)染成因與(yu)治理(li)攻(gong)(gong)關(guan)項目(以(yi)下簡稱“攻(gong)(gong)關(guan)項目”)是國務(wu)院(yuan)第170次常務(wu)會議作出的(de)重大決策部(bu)(bu)(bu)署,由(you)生(sheng)態環(huan)境部(bu)(bu)(bu)牽頭,會同(tong)(tong)科(ke)(ke)技部(bu)(bu)(bu)、農業農村部(bu)(bu)(bu)、國家衛生(sheng)健康委、中科(ke)(ke)院(yuan)、中國氣象局(ju)等有關(guan)部(bu)(bu)(bu)門(men)和單位(wei),針對(dui)京津冀及周邊地區秋(qiu)冬(dong)季(ji)大氣重污(wu)染的(de)突出難點開展(zhan)集中攻(gong)(gong)關(guan)。攻(gong)(gong)關(guan)項目在實施(shi)過程中,強(qiang)化組(zu)(zu)織領導(dao)(dao),以(yi)“科(ke)(ke)技創新”和“協(xie)(xie)同(tong)(tong)治理(li)”為理(li)論指(zhi)導(dao)(dao),著(zhu)力(li)在執行過程、科(ke)(ke)學研(yan)究(jiu)、科(ke)(ke)技支(zhi)撐、科(ke)(ke)普宣傳、機(ji)構(gou)組(zu)(zu)織、資源共享(xiang)、調(diao)度考(kao)核方面實現了“七(qi)個協(xie)(xie)同(tong)(tong)”,為改(gai)善大氣污(wu)染協(xie)(xie)同(tong)(tong)治理(li)的(de)不足(zu)進(jin)行了有益(yi)探索,為推進(jin)精準、科(ke)(ke)學治污(wu)提供了重要支(zhi)撐。
實現了多部門、各地方同步推進的執行協同
攻(gong)關項(xiang)目在(zai)(zai)任務部(bu)(bu)(bu)署、組織(zhi)實施(shi)、考核評估等過程(cheng)中注重與其(qi)(qi)(qi)他(ta)部(bu)(bu)(bu)門(men)(men)、地(di)方(fang)(fang)的職(zhi)責和實際(ji)需求銜(xian)接,明晰權(quan)責分工(gong)。研究成果(guo)被(bei)生(sheng)態環境部(bu)(bu)(bu)門(men)(men)及其(qi)(qi)(qi)他(ta)相關部(bu)(bu)(bu)門(men)(men)采(cai)納,支撐《打贏藍天保衛(wei)戰(zhan)三年(nian)行動(dong)計劃》、秋冬季(ji)攻(gong)堅行動(dong)方(fang)(fang)案等方(fang)(fang)案和政策的編(bian)制(zhi)及實施(shi),形成了生(sheng)態環境部(bu)(bu)(bu)門(men)(men)主導、其(qi)(qi)(qi)他(ta)相關部(bu)(bu)(bu)門(men)(men)積極配合(he)(he)、各(ge)(ge)司其(qi)(qi)(qi)職(zhi)、齊抓共(gong)管共(gong)治的格局(ju)(ju)。創新性地(di)綜(zong)合(he)(he)利用“一(yi)(yi)市(shi)(shi)一(yi)(yi)策”駐點(dian)跟蹤研究和國家大(da)(da)(da)氣污(wu)染防治攻(gong)關聯合(he)(he)中心(以下簡稱(cheng)“攻(gong)關中心”)統(tong)一(yi)(yi)技(ji)術指導相結合(he)(he)的方(fang)(fang)式支撐地(di)方(fang)(fang)開(kai)展大(da)(da)(da)氣污(wu)染防治工(gong)作。各(ge)(ge)級政府在(zai)(zai)統(tong)一(yi)(yi)指導和指揮(hui)下,各(ge)(ge)項(xiang)工(gong)作步調一(yi)(yi)致、同(tong)步推進,形成“區(qu)域—省—市(shi)(shi)”上下聯動(dong)、各(ge)(ge)負其(qi)(qi)(qi)責、聯防聯控(kong)聯治的格局(ju)(ju),一(yi)(yi)定程(cheng)度(du)上避免了區(qu)域間(jian)(jian)、部(bu)(bu)(bu)門(men)(men)間(jian)(jian)的利益沖突,促進政府間(jian)(jian)同(tong)頻共(gong)振、同(tong)向發力推動(dong)區(qu)域大(da)(da)(da)氣污(wu)染防治工(gong)作,促進治理效果(guo)最大(da)(da)(da)化。
實現了以控制秋冬季PM2.5污染為核心的研究協同
圍繞大(da)(da)氣重(zhong)污(wu)(wu)染(ran)的成(cheng)(cheng)因與治理,集成(cheng)(cheng)應用(yong)了國(guo)家(jia)重(zhong)點(dian)(dian)研(yan)發計(ji)劃(hua)等相(xiang)關科研(yan)計(ji)劃(hua)研(yan)究(jiu)成(cheng)(cheng)果(guo),實現了不同科技計(ji)劃(hua)的研(yan)究(jiu)協同。此外,基(ji)于大(da)(da)氣重(zhong)污(wu)(wu)染(ran)的來源成(cheng)(cheng)因、排(pai)放現狀及時(shi)空變(bian)化規律研(yan)究(jiu)成(cheng)(cheng)果(guo),論(lun)證提出將京(jing)津冀(ji)及周邊地區作(zuo)為(wei)(wei)大(da)(da)氣污(wu)(wu)染(ran)防治的重(zhong)中之(zhi)重(zhong),將秋(qiu)冬季作(zuo)為(wei)(wei)重(zhong)點(dian)(dian)時(shi)段(duan),將PM2.5作(zuo)為(wei)(wei)重(zhong)點(dian)(dian)改善因子,將“散(san)亂(luan)污(wu)(wu)”企業整(zheng)(zheng)治和(he)(he)工業企業深度治理作(zuo)為(wei)(wei)產業結構(gou)調整(zheng)(zheng)重(zhong)點(dian)(dian),將散(san)煤(mei)清潔替代作(zuo)為(wei)(wei)能源結構(gou)調整(zheng)(zheng)重(zhong)點(dian)(dian),將柴(chai)油(you)車污(wu)(wu)染(ran)監管和(he)(he)“公轉鐵”作(zuo)為(wei)(wei)交通運(yun)輸結構(gou)調整(zheng)(zheng)重(zhong)點(dian)(dian),明(ming)確(que)了主攻方向和(he)(he)重(zhong)點(dian)(dian)舉(ju)措(cuo),實現了區域、時(shi)段(duan)、對象和(he)(he)措(cuo)施的協同,為(wei)(wei)《大(da)(da)氣污(wu)(wu)染(ran)防治行(xing)動計(ji)劃(hua)》圓滿(man)收官提供了技術支撐(cheng),為(wei)(wei)編制實施《打贏藍天(tian)保(bao)衛戰三年行(xing)動計(ji)劃(hua)》和(he)(he)秋(qiu)冬季攻堅行(xing)動方案繪制了路線(xian)圖。
實現了科學研究與服務地方深度融合的支撐協同
攻關項目堅持組織創新,共性與(yu)(yu)個(ge)(ge)性結合(he)、科(ke)(ke)研(yan)(yan)(yan)(yan)(yan)與(yu)(yu)應(ying)(ying)用融合(he)。設(she)計了重污(wu)染來(lai)源與(yu)(yu)成(cheng)(cheng)因、排放(fang)現(xian)狀與(yu)(yu)特征(zheng)、科(ke)(ke)學管(guan)理決(jue)策等(deng)共性科(ke)(ke)學研(yan)(yan)(yan)(yan)(yan)究(jiu)任(ren)務,創新構建了定制(zhi)化的(de)“一市(shi)一策”駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu),兩者相(xiang)輔(fu)相(xiang)成(cheng)(cheng)、相(xiang)得益(yi)彰。共性研(yan)(yan)(yan)(yan)(yan)究(jiu)為(wei)駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu)提(ti)供技術方(fang)法,駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu)是共性研(yan)(yan)(yan)(yan)(yan)究(jiu)成(cheng)(cheng)果(guo)在地(di)方(fang)的(de)實(shi)際應(ying)(ying)用,實(shi)現(xian)了科(ke)(ke)研(yan)(yan)(yan)(yan)(yan)成(cheng)(cheng)果(guo)從“書架”到“落地(di)”的(de)協(xie)同推進。派出(chu)的(de)28個(ge)(ge)駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu)工(gong)作組、500多名科(ke)(ke)研(yan)(yan)(yan)(yan)(yan)人員(yuan)深(shen)入“2+26”城市(shi)基層一線進行駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu)和技術幫扶(fu)指導,形(xing)成(cheng)(cheng)“邊(bian)研(yan)(yan)(yan)(yan)(yan)究(jiu)、邊(bian)產出(chu)、邊(bian)應(ying)(ying)用、邊(bian)反饋(kui)、邊(bian)完善”的(de)工(gong)作模式。工(gong)作組深(shen)度服(fu)(fu)務地(di)方(fang)大氣環境(jing)管(guan)理,“把(ba)脈問診開藥方(fang)”,向地(di)方(fang)政府(fu)提(ti)供各類咨(zi)詢報(bao)告和對策建議2800多份。10余個(ge)(ge)城市(shi)的(de)市(shi)委常委會(hui)召(zhao)開會(hui)議,專門聽取駐(zhu)(zhu)點(dian)(dian)(dian)(dian)跟(gen)蹤(zong)(zong)研(yan)(yan)(yan)(yan)(yan)究(jiu)成(cheng)(cheng)果(guo)工(gong)作報(bao)告,著力解決(jue)地(di)方(fang)政府(fu)“有想法、沒辦法”以及科(ke)(ke)研(yan)(yan)(yan)(yan)(yan)工(gong)作與(yu)(yu)實(shi)際脫節的(de)問題,科(ke)(ke)學研(yan)(yan)(yan)(yan)(yan)究(jiu)與(yu)(yu)服(fu)(fu)務地(di)方(fang)深(shen)度融合(he),全面(mian)提(ti)升(sheng)地(di)方(fang)精(jing)細(xi)化管(guan)控能力。
實現了以重污染天氣過程解讀為典型科普材料的宣教協同

實現了跨部門、多學科集中攻關的機構協同

深入推進大氣污染協同治理
攻關項(xiang)目(mu)有(you)力支(zhi)撐(cheng)了京(jing)津(jin)冀及周邊地(di)區大(da)氣(qi)(qi)污(wu)(wu)染的協同治(zhi)理,顯著推動(dong)了區域(yu)空(kong)氣(qi)(qi)質(zhi)量的持(chi)續改善。與2016年(nian)相(xiang)比(bi),2020年(nian)“2+26”城市(shi)PM2.5平均濃度下(xia)(xia)(xia)降了30%,重(zhong)污(wu)(wu)染天數減少了60%。北京(jing)市(shi)PM2.5年(nian)均濃度由2016年(nian)的73微(wei)(wei)克(ke)/立方(fang)米(mi)下(xia)(xia)(xia)降到2020年(nian)的38微(wei)(wei)克(ke)/立方(fang)米(mi),重(zhong)污(wu)(wu)染天數由34天下(xia)(xia)(xia)降到了10天。但我國的大(da)氣(qi)(qi)污(wu)(wu)染形勢依(yi)然嚴峻,PM2.5年(nian)均濃度仍有(you)半(ban)數以(yi)上城市(shi)未達(da)標(biao),O3污(wu)(wu)染問題日益凸顯。下(xia)(xia)(xia)一(yi)步,應進(jin)一(yi)步強化(hua)科技支(zhi)撐(cheng),深入推進(jin)協同治(zhi)理。
充分應用大氣污染防治協同治理的政策工具
當前,我國大(da)(da)氣污染(ran)防治(zhi)普遍采用的是管(guan)制(zhi)型政(zheng)策工(gong)具(ju)(ju),這種(zhong)政(zheng)策工(gong)具(ju)(ju)缺乏精細化(hua)設計,聚(ju)合(he)性和(he)協(xie)同(tong)(tong)(tong)性不(bu)(bu)佳(jia),不(bu)(bu)僅不(bu)(bu)利于大(da)(da)氣污染(ran)治(zhi)理(li)機(ji)制(zhi)的長效化(hua),更不(bu)(bu)利于環(huan)境治(zhi)理(li)體系和(he)治(zhi)理(li)能力的現代化(hua),充(chong)分(fen)應(ying)用協(xie)同(tong)(tong)(tong)治(zhi)理(li)的政(zheng)策工(gong)具(ju)(ju)將是大(da)(da)氣污染(ran)防治(zhi)政(zheng)策工(gong)具(ju)(ju)發展的一個趨(qu)勢。在使用協(xie)同(tong)(tong)(tong)治(zhi)理(li)政(zheng)策工(gong)具(ju)(ju)的同(tong)(tong)(tong)時,要(yao)注重(zhong)區域(yu)—省—市政(zheng)府間(jian)政(zheng)策工(gong)具(ju)(ju)的協(xie)同(tong)(tong)(tong),比如信息(xi)共享、利益均(jun)衡、政(zheng)策標準、立法執法等;同(tong)(tong)(tong)時也要(yao)注重(zhong)所(suo)有工(gong)具(ju)(ju)的協(xie)同(tong)(tong)(tong),減少工(gong)具(ju)(ju)不(bu)(bu)協(xie)調現象。此外(wai),大(da)(da)氣污染(ran)防治(zhi)是國家的重(zhong)大(da)(da)需求,要(yao)打好(hao)科技創新政(zheng)策組合(he)拳,積極探索,努力創新,應(ying)用好(hao)協(xie)同(tong)(tong)(tong)攻(gong)關。
開展多尺度多目標的協同控制
當前我國(guo)生態環境保護處于關(guan)鍵期(qi)、攻堅期(qi)和(he)窗口(kou)期(qi),同(tong)(tong)(tong)時面(mian)臨的(de)國(guo)際形勢復雜嚴峻,這對大氣(qi)污染(ran)(ran)防(fang)治提出(chu)了新(xin)的(de)挑戰。新(xin)角色使(shi)命、新(xin)污染(ran)(ran)問題(ti)和(he)新(xin)發展形勢要求必(bi)須在多尺(chi)(chi)度、多目標的(de)協(xie)(xie)(xie)同(tong)(tong)(tong)控(kong)制(zhi)上強化(hua)科技支撐。一方面(mian),要做(zuo)好(hao)橫向上“區(qu)域(yu)—區(qu)域(yu)”“城市(shi)—城市(shi)”,縱向上“城市(shi)—區(qu)域(yu)—國(guo)家”的(de)多尺(chi)(chi)度協(xie)(xie)(xie)同(tong)(tong)(tong)。另(ling)一方面(mian),應(ying)充分利(li)用攻關(guan)項目已建立的(de)人(ren)才、平臺、數據等資源,統(tong)籌開展PM2.5和(he)O3復合(he)污染(ran)(ran)協(xie)(xie)(xie)同(tong)(tong)(tong)防(fang)控(kong)科技攻關(guan),重(zhong)點闡明O3污染(ran)(ran)成因與危(wei)害,促進PM2.5和(he)O3的(de)協(xie)(xie)(xie)同(tong)(tong)(tong)控(kong)制(zhi)。此外,在我國(guo)2030年碳(tan)排放達峰(feng)和(he)2060年碳(tan)中和(he)的(de)背景下,如何(he)進行(xing)“四大結構(gou)”調整(zheng),統(tong)籌做(zuo)好(hao)氣(qi)候變化(hua)和(he)大氣(qi)污染(ran)(ran)防(fang)治的(de)協(xie)(xie)(xie)同(tong)(tong)(tong)應(ying)對,亟須開展協(xie)(xie)(xie)同(tong)(tong)(tong)攻關(guan)。
構建生態環境領域集中攻關新型舉國體制
