【谷騰環保網訊】9月29日(ri),六盤(pan)水(shui)(shui)(shui)市(shi)(shi)(shi)人(ren)民政府印(yin)發六盤(pan)水(shui)(shui)(shui)市(shi)(shi)(shi)空氣質(zhi)量持續(xu)改(gai)(gai)善行動實(shi)(shi)(shi)施(shi)方(fang)案。其(qi)(qi)中提出持續(xu)推(tui)進(jin)(jin)主要污染物減排(pai)。加強對已(yi)完(wan)成(cheng)(cheng)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao)(zao)的火電燃煤(mei)機(ji)組(zu)排(pai)放(fang)(fang)監(jian)管,嚴格(ge)執行火電行業(ye)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)限值要求。嚴格(ge)落實(shi)(shi)(shi)國家(jia)關于(yu)推(tui)進(jin)(jin)實(shi)(shi)(shi)施(shi)水(shui)(shui)(shui)泥行業(ye)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)和(he)焦化(hua)(hua)行業(ye)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)的意(yi)見(jian),分階段實(shi)(shi)(shi)施(shi)水(shui)(shui)(shui)泥、焦化(hua)(hua)行業(ye)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao)(zao)。推(tui)進(jin)(jin)采(cai)(cai)礦(kuang)行業(ye)顆粒物污染精細化(hua)(hua)防(fang)控,對露天實(shi)(shi)(shi)施(shi)的開采(cai)(cai)、轉運、加工等(deng)工序進(jin)(jin)行密閉(bi)化(hua)(hua)改(gai)(gai)造(zao)(zao)(zao)。推(tui)進(jin)(jin)燃氣鍋(guo)爐(lu)低(di)(di)(di)氮燃燒改(gai)(gai)造(zao)(zao)(zao),引導城(cheng)(cheng)市(shi)(shi)(shi)建(jian)成(cheng)(cheng)區(qu)生(sheng)物質(zhi)鍋(guo)爐(lu)(含電力)實(shi)(shi)(shi)施(shi)超(chao)低(di)(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao)(zao)。推(tui)進(jin)(jin)焦化(hua)(hua)、鑄(zhu)造(zao)(zao)(zao)、建(jian)材、煉鋼(gang)、有(you)色金屬(shu)冶煉、礦(kuang)棉等(deng)其(qi)(qi)他重點行業(ye)實(shi)(shi)(shi)施(shi)全流程(cheng)(cheng)深度治理(li)。加強企(qi)業(ye)內料倉、堆場、物料輸(shu)送等(deng)環節的無(wu)(wu)組(zu)織排(pai)放(fang)(fang)控制,嚴格(ge)按照(zhao)密閉(bi)儲存、密閉(bi)運輸(shu)的要求實(shi)(shi)(shi)施(shi)生(sheng)產活動,實(shi)(shi)(shi)現有(you)組(zu)織排(pai)放(fang)(fang)穩定達標、無(wu)(wu)組(zu)織排(pai)放(fang)(fang)全流程(cheng)(cheng)收集(ji)處(chu)理(li)、物料運輸(shu)清潔化(hua)(hua)。依法依規查(cha)處(chu)在(zai)線(xian)監(jian)測數據造(zao)(zao)(zao)假行為。加快推(tui)進(jin)(jin)首鋼(gang)水(shui)(shui)(shui)城(cheng)(cheng)鋼(gang)鐵(集(ji)團)有(you)限責任公司超(chao)低(di)(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao)(zao),確保2025年前完(wan)成(cheng)(cheng)。
六盤水市空氣質量持續改善行動實施方案
為貫徹落(luo)實《國務院(yuan)關于印(yin)發〈空氣(qi)質量(liang)(liang)持續改(gai)善行(xing)動計劃(hua)〉的(de)通知(zhi)》(國發〔2023〕24號)、《省人民政府關于印(yin)發貴州(zhou)省空氣(qi)質量(liang)(liang)持續改(gai)善行(xing)動實施(shi)方案的(de)通知(zhi)》(黔府發〔2024〕9號)精神,深入打好(hao)六(liu)盤水市(shi)大氣(qi)污染(ran)防治(zhi)攻堅(jian)戰,結(jie)合實際,制定本實施(shi)方案。
一、總體要求
以(yi)習(xi)近平新時代中國特色社會主(zhu)義思想為(wei)指導,以(yi)習(xi)近平生態文明(ming)(ming)思想和(he)(he)習(xi)近平總書記視察貴(gui)州(zhou)重要講話(hua)精(jing)神(shen)為(wei)科學(xue)指南和(he)(he)根本遵循,全面貫徹黨的二十大精(jing)神(shen)和(he)(he)黨的二十屆二中、三(san)中全會精(jing)神(shen),堅決落實全國和(he)(he)全省生態環(huan)境(jing)保(bao)護大會部(bu)署,以(yi)“在生態文明(ming)(ming)建(jian)設上出新績(ji)”為(wei)總要求,以(yi)降低細顆粒物(wu)(PM2.5)濃度為(wei)主(zhu)線,以(yi)控(kong)制工業排(pai)放(fang)和(he)(he)城(cheng)市揚塵(chen)污染為(wei)重點,推動氮氧化物(wu)(NOx)和(he)(he)揮發(fa)性有機物(wu)(VOCs)減(jian)排(pai)。到(dao)2025年,市中心城(cheng)區環(huan)境(jing)空(kong)氣質(zhi)量優良(liang)天數比率達98.8%以(yi)上,縣級(ji)及以(yi)上城(cheng)市環(huan)境(jing)空(kong)氣質(zhi)量全部(bu)達到(dao)環(huan)境(jing)空(kong)氣質(zhi)量二級(ji)標準,不發(fa)生重污染天氣,重點工程NOx和(he)(he)VOCs減(jian)排(pai)量分別達到(dao)2825噸(dun)和(he)(he)1630噸(dun)。
二、推動產業結構綠色轉型升級
(一(yi))堅決遏制(zhi)“兩高(gao)(gao)(gao)(gao)”和(he)低水(shui)(shui)平項(xiang)(xiang)目盲目發(fa)(fa)展(zhan)(zhan)。按(an)照(zhao)(zhao)《省(sheng)(sheng)人(ren)(ren)民(min)政府(fu)辦(ban)(ban)公(gong)廳關于加(jia)(jia)(jia)(jia)強“兩高(gao)(gao)(gao)(gao)”項(xiang)(xiang)目管理的指導意見》(黔府(fu)辦(ban)(ban)發(fa)(fa)〔2022〕12號)有(you)關要求,嚴(yan)格(ge)項(xiang)(xiang)目核準(備案)管理、節能(neng)(neng)(neng)審查、環(huan)(huan)評(ping)(ping)審批,加(jia)(jia)(jia)(jia)大(da)(da)事中事后(hou)(hou)監管力(li)度,規范“兩高(gao)(gao)(gao)(gao)”項(xiang)(xiang)目建(jian)設。嚴(yan)格(ge)執行六(liu)(liu)盤(pan)水(shui)(shui)市(shi)“兩高(gao)(gao)(gao)(gao)”重(zhong)點項(xiang)(xiang)目聯(lian)評(ping)(ping)聯(lian)審工(gong)作制(zhi)度,嚴(yan)格(ge)落(luo)(luo)實(shi)產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)(neng)置換(huan)政策,被置換(huan)產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)(neng)及(ji)其配套設施同(tong)步關停后(hou)(hou),新(xin)建(jian)項(xiang)(xiang)目方可投(tou)產(chan)(chan)(chan)(chan)(chan)(chan)。堅決遏制(zhi)高(gao)(gao)(gao)(gao)耗能(neng)(neng)(neng)、高(gao)(gao)(gao)(gao)排放(fang)、低水(shui)(shui)平項(xiang)(xiang)目盲目上馬(ma)。推(tui)(tui)動(dong)(dong)能(neng)(neng)(neng)耗和(he)排放(fang)不達標(biao)煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組(zu)淘(tao)汰退(tui)出、升級改(gai)造(zao)(zao)或“上大(da)(da)壓(ya)小(xiao)”,實(shi)施貴州(zhou)(zhou)鐘山野(ye)馬(ma)寨熱電(dian)(dian)(dian)有(you)限責(ze)(ze)任公(gong)司3×200MW機(ji)(ji)組(zu)供熱改(gai)造(zao)(zao)及(ji)超(chao)(chao)低排放(fang)改(gai)造(zao)(zao)等(deng)重(zhong)點工(gong)程,加(jia)(jia)(jia)(jia)快推(tui)(tui)進(jin)六(liu)(liu)枝電(dian)(dian)(dian)廠、盤(pan)北煤(mei)(mei)(mei)矸石電(dian)(dian)(dian)廠超(chao)(chao)低排放(fang)改(gai)造(zao)(zao)。積極推(tui)(tui)進(jin)66萬千瓦及(ji)以上超(chao)(chao)超(chao)(chao)臨界示范機(ji)(ji)組(zu)建(jian)設,推(tui)(tui)動(dong)(dong)煤(mei)(mei)(mei)電(dian)(dian)(dian)向(xiang)基礎(chu)保(bao)障性(xing)和(he)系統調節性(xing)電(dian)(dian)(dian)源并重(zhong)轉型。加(jia)(jia)(jia)(jia)快現役煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組(zu)超(chao)(chao)低排放(fang)和(he)節能(neng)(neng)(neng)改(gai)造(zao)(zao)。推(tui)(tui)進(jin)煤(mei)(mei)(mei)焦(jiao)鋼(gang)、煤(mei)(mei)(mei)焦(jiao)化(hua)電(dian)(dian)(dian)、煤(mei)(mei)(mei)焦(jiao)氫、煤(mei)(mei)(mei)焦(jiao)化(hua)一(yi)體化(hua)循(xun)環(huan)(huan)發(fa)(fa)展(zhan)(zhan),淘(tao)汰落(luo)(luo)后(hou)(hou)煤(mei)(mei)(mei)炭(tan)洗選產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)(neng),加(jia)(jia)(jia)(jia)快推(tui)(tui)進(jin)首鋼(gang)水(shui)(shui)城(cheng)鋼(gang)鐵(集(ji)團(tuan))有(you)限責(ze)(ze)任公(gong)司增設6、7號燒(shao)結(jie)機(ji)(ji)脫硝(xiao)系統及(ji)脫硫、除塵改(gai)造(zao)(zao)項(xiang)(xiang)目建(jian)設。推(tui)(tui)動(dong)(dong)實(shi)施水(shui)(shui)泥產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)(neng)整合,著力(li)化(hua)解(jie)水(shui)(shui)泥產(chan)(chan)(chan)(chan)(chan)(chan)能(neng)(neng)(neng)過剩矛盾。加(jia)(jia)(jia)(jia)快推(tui)(tui)進(jin)貴州(zhou)(zhou)省(sheng)(sheng)六(liu)(liu)盤(pan)水(shui)(shui)雙元(yuan)鋁(lv)業(ye)有(you)限責(ze)(ze)任公(gong)司技改(gai)及(ji)擴能(neng)(neng)(neng)項(xiang)(xiang)目建(jian)設,推(tui)(tui)動(dong)(dong)鋁(lv)產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)發(fa)(fa)展(zhan)(zhan)向(xiang)高(gao)(gao)(gao)(gao)端化(hua)、綠色(se)化(hua)發(fa)(fa)展(zhan)(zhan)。加(jia)(jia)(jia)(jia)快推(tui)(tui)進(jin)美(mei)錦六(liu)(liu)枝煤(mei)(mei)(mei)—焦(jiao)—氫綜(zong)合利用示范項(xiang)(xiang)目等(deng)重(zhong)大(da)(da)項(xiang)(xiang)目建(jian)設,加(jia)(jia)(jia)(jia)快推(tui)(tui)進(jin)水(shui)(shui)鋼(gang)焦(jiao)化(hua)、宏盛(sheng)焦(jiao)化(hua)技改(gai)項(xiang)(xiang)目,優化(hua)產(chan)(chan)(chan)(chan)(chan)(chan)品結(jie)構,推(tui)(tui)動(dong)(dong)向(xiang)現代煤(mei)(mei)(mei)化(hua)工(gong)高(gao)(gao)(gao)(gao)附加(jia)(jia)(jia)(jia)值產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)延伸發(fa)(fa)展(zhan)(zhan)。嚴(yan)格(ge)按(an)照(zhao)(zhao)國家產(chan)(chan)(chan)(chan)(chan)(chan)業(ye)政策推(tui)(tui)進(jin)“富礦(kuang)精開(kai)”精深用礦(kuang),做(zuo)好大(da)(da)氣污染防治。到2025年,全市(shi)煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組(zu)、鋼(gang)鐵企業(ye)全部完成超(chao)(chao)低排放(fang)改(gai)造(zao)(zao)。(市(shi)發(fa)(fa)展(zhan)(zhan)改(gai)革委(wei)、市(shi)工(gong)業(ye)和(he)信息化(hua)局(ju)(ju)、市(shi)生態環(huan)(huan)境局(ju)(ju)、市(shi)能(neng)(neng)(neng)源局(ju)(ju)按(an)職責(ze)(ze)分工(gong)負責(ze)(ze),各市(shi)〔特(te)(te)區(qu)、區(qu)〕人(ren)(ren)民(min)政府(fu)、六(liu)(liu)盤(pan)水(shui)(shui)高(gao)(gao)(gao)(gao)新(xin)區(qu)管委(wei)會(hui)負責(ze)(ze)落(luo)(luo)實(shi)。以下均需各市(shi)〔特(te)(te)區(qu)、區(qu)〕人(ren)(ren)民(min)政府(fu)落(luo)(luo)實(shi),不再(zai)列出)
(二)加快現有產能(neng)(neng)(neng)升級改(gai)(gai)造(zao)與(yu)布局(ju)調整(zheng)。加快淘(tao)汰(tai)重點行業(ye)落后產能(neng)(neng)(neng)。嚴格落實(shi)《中華(hua)人(ren)民(min)共(gong)和(he)國節約能(neng)(neng)(neng)源法》《中華(hua)人(ren)民(min)共(gong)和(he)國環境保護法》《中華(hua)人(ren)民(min)共(gong)和(he)國產品(pin)質量法》《中華(hua)人(ren)民(min)共(gong)和(he)國安(an)(an)全(quan)生(sheng)產法》和(he)《產業(ye)結(jie)構調整(zheng)指導目(mu)錄》,強化(hua)能(neng)(neng)(neng)耗、環保、質量、安(an)(an)全(quan)、技術標準約束,全(quan)面清理淘(tao)汰(tai)類(lei)涉氣(qi)產能(neng)(neng)(neng),推(tui)動重點行業(ye)完成限制類(lei)產能(neng)(neng)(neng)裝備的升級改(gai)(gai)造(zao)。以煤電、水泥(ni)、電解鋁、焦(jiao)化(hua)、冶(ye)金、鑄造(zao)、再生(sheng)橡膠、廢(fei)舊塑(su)料再生(sheng)、磚(zhuan)瓦、石灰(hui)、石膏等行業(ye)為(wei)重點,加快淘(tao)汰(tai)低(di)效落后產能(neng)(neng)(neng)。(市(shi)(shi)發展改(gai)(gai)革委、市(shi)(shi)工業(ye)和(he)信(xin)息化(hua)局(ju)、市(shi)(shi)生(sheng)態環境局(ju)、市(shi)(shi)市(shi)(shi)場監(jian)管(guan)(guan)局(ju)、市(shi)(shi)應急局(ju)、市(shi)(shi)能(neng)(neng)(neng)源局(ju),六盤水高新(xin)區管(guan)(guan)委會按職責分工負(fu)責)

(三)全面開展傳(chuan)統產(chan)業集群(qun)綠色低(di)碳化改(gai)造。開展低(di)水(shui)平產(chan)業集群(qun)整治(zhi)工(gong)(gong)作。按照“疏堵結合(he)、分類(lei)施治(zhi)”的(de)原則,依法淘(tao)汰關停一(yi)(yi)批(pi)、搬(ban)遷(qian)入園一(yi)(yi)批(pi)、就地改(gai)造一(yi)(yi)批(pi)、做(zuo)優做(zuo)強一(yi)(yi)批(pi)。按照“發(fa)現一(yi)(yi)起(qi)、處置一(yi)(yi)起(qi)”的(de)原則,落實屬地管(guan)理責任,嚴防“散亂污”企業反彈(dan)。(市生態環境(jing)局、市工(gong)(gong)業和信息化局,六盤水(shui)高新區管(guan)委(wei)會(hui)按職(zhi)責分工(gong)(gong)負責)
推(tui)進特色產(chan)(chan)業集群(qun)專(zhuan)項(xiang)整治(zhi)。對有(you)色、建(jian)材、鑄造、采礦等煙粉塵無組織排放嚴重的(de)產(chan)(chan)業集群(qun),開展(zhan)專(zhuan)項(xiang)治(zhi)理。對煤機裝備制(zhi)造、家具、零部件(jian)制(zhi)造、鋼結(jie)構、鋁型材、鑄造、電子元器(qi)件(jian)等涂(tu)(tu)裝類產(chan)(chan)業集群(qun),重點推(tui)進低(無)VOCs含(han)(han)量涂(tu)(tu)料替(ti)代。對焦化、涂(tu)(tu)料、橡膠制(zhi)品、制(zhi)藥、有(you)機化學原料制(zhi)造等化工類產(chan)(chan)業集群(qun),加強設備密閉和工藝(yi)廢氣密閉收集處(chu)理,定(ding)期開展(zhan)泄(xie)漏檢測(ce)、監管(guan)。對包裝印刷、紡織涂(tu)(tu)層、合(he)成革、制(zhi)鞋(xie)、人(ren)造板等有(you)機溶劑使用量大的(de)產(chan)(chan)業集群(qun),推(tui)進實施低(無)VOCs含(han)(han)量油墨、膠粘(zhan)劑等替(ti)代。(市生(sheng)態環境(jing)局,六盤(pan)水高新區管(guan)委會負(fu)責)
推進(jin)各類園(yuan)(yuan)(yuan)區(qu)(qu)規范發(fa)展和(he)提(ti)質增效(xiao)。發(fa)揮園(yuan)(yuan)(yuan)區(qu)(qu)集聚(ju)優勢,加強工(gong)(gong)(gong)業(ye)園(yuan)(yuan)(yuan)區(qu)(qu)和(he)企業(ye)集聚(ju)區(qu)(qu)能源(yuan)替代利用與(yu)資源(yuan)共享,積極推廣(guang)集中供氣(qi)供熱或使用工(gong)(gong)(gong)廠余熱等清(qing)潔(jie)(jie)低碳能源(yuan)。試點(dian)開展工(gong)(gong)(gong)業(ye)園(yuan)(yuan)(yuan)區(qu)(qu)清(qing)潔(jie)(jie)生(sheng)產審核(he),提(ti)升工(gong)(gong)(gong)業(ye)園(yuan)(yuan)(yuan)區(qu)(qu)和(he)企業(ye)集聚(ju)區(qu)(qu)整體清(qing)潔(jie)(jie)生(sheng)產水平。到2025年,累計創建綠(lv)色(se)工(gong)(gong)(gong)業(ye)園(yuan)(yuan)(yuan)區(qu)(qu)4個以上,累計創建綠(lv)色(se)工(gong)(gong)(gong)廠20家以上。有序設立園(yuan)(yuan)(yuan)區(qu)(qu)大氣(qi)監測站點(dian),強化(hua)園(yuan)(yuan)(yuan)區(qu)(qu)環(huan)境空氣(qi)質量監測監管。(市發(fa)展改革委(wei)、市工(gong)(gong)(gong)業(ye)和(he)信(xin)息化(hua)局、市生(sheng)態環(huan)境局,六(liu)盤水高新區(qu)(qu)管委(wei)會(hui)按職責分工(gong)(gong)(gong)負責)
(四(si))優化含VOCs原輔材料(liao)和(he)(he)產品(pin)結構。以工業涂(tu)裝、包裝印刷等(deng)行業為重點,嚴(yan)格(ge)控制生產和(he)(he)使(shi)用高(gao)VOCs含量(liang)溶劑型涂(tu)料(liao)、油墨、膠粘劑、清洗劑等(deng)建設項目。提高(gao)水(shui)性、高(gao)固體(ti)分(fen)、無溶劑、粉末等(deng)低(無)VOCs含量(liang)產品(pin)比重。在(zai)生產、銷售、進口、使(shi)用等(deng)環(huan)(huan)節嚴(yan)格(ge)執行VOCs含量(liang)限值(zhi)標準。在(zai)木質家具(ju)、汽車零部(bu)件、工程(cheng)機械(xie)、鋼結構等(deng)噴涂(tu)環(huan)(huan)節,大力推廣使(shi)用低(無)VOCs含量(liang)涂(tu)料(liao)。(市生態環(huan)(huan)境局、市市場監管局、六盤(pan)水(shui)海關,六盤(pan)水(shui)高(gao)新區管委會按職責分(fen)工負(fu)責)

七、健全大氣環境管理體系

(四)預防(fang)(fang)人(ren)為(wei)(wei)(wei)干(gan)擾(rao)環(huan)(huan)境(jing)自動(dong)監測站(zhan)(zhan)。堅決杜絕環(huan)(huan)境(jing)治理形(xing)式主義,不得通過干(gan)擾(rao)監測數據實(shi)現“改善(shan)”環(huan)(huan)境(jing),“完成”考(kao)核目標(biao)。完善(shan)多部門共同(tong)參(can)與(yu)的(de)預防(fang)(fang)人(ren)為(wei)(wei)(wei)干(gan)擾(rao)國(guo)控、省(sheng)控環(huan)(huan)境(jing)空氣(qi)自動(dong)站(zhan)(zhan)聯動(dong)機(ji)制(zhi),壓實(shi)部門責(ze)任;加強防(fang)(fang)范(fan)人(ren)為(wei)(wei)(wei)干(gan)擾(rao)的(de)宣傳培訓和(he)警示教(jiao)育,推動(dong)劃(hua)定(ding)保護范(fan)圍、設立警示牌、加裝電子圍欄等措施(shi),定(ding)期開展站(zhan)(zhan)點(dian)周(zhou)邊人(ren)為(wei)(wei)(wei)干(gan)擾(rao)風險隱患排(pai)查,堅決杜絕人(ren)為(wei)(wei)(wei)干(gan)擾(rao)。(市(shi)生態環(huan)(huan)境(jing)局、市(shi)住房城(cheng)鄉建設局按職(zhi)責(ze)分工負責(ze))
八、加強(qiang)能力建設和監(jian)管(guan)執法
(一)提升(sheng)大(da)氣環境(jing)(jing)監(jian)(jian)測(ce)(ce)監(jian)(jian)控(kong)(kong)能力。市中心城(cheng)區(qu)(qu)(qu)(qu)(qu)開(kai)展(zhan)(zhan)非甲烷總烴自動(dong)(dong)(dong)監(jian)(jian)測(ce)(ce)。建(jian)立(li)健全地方(fang)細顆粒(li)物與臭氧(yang)協同(tong)控(kong)(kong)制監(jian)(jian)測(ce)(ce)網(wang)絡,在公路(lu)、機場(chang)和(he)鐵路(lu)貨場(chang)開(kai)展(zhan)(zhan)交(jiao)通污染來(lai)源(yuan)監(jian)(jian)控(kong)(kong)。鼓勵空氣質量(liang)監(jian)(jian)測(ce)(ce)微站、高(gao)空視頻監(jian)(jian)控(kong)(kong)裝置和(he)省(sheng)級以(yi)上空氣自動(dong)(dong)(dong)監(jian)(jian)測(ce)(ce)站電(dian)子圍(wei)欄建(jian)設。開(kai)展(zhan)(zhan)PM2.5自動(dong)(dong)(dong)監(jian)(jian)測(ce)(ce)儀器手工監(jian)(jian)測(ce)(ce)、O3逐級校準和(he)VOCs標氣量(liang)值比(bi)對。逐步開(kai)展(zhan)(zhan)風景名勝區(qu)(qu)(qu)(qu)(qu)、自然(ran)保護區(qu)(qu)(qu)(qu)(qu)、工業園(yuan)區(qu)(qu)(qu)(qu)(qu)等重(zhong)點(dian)(dian)區(qu)(qu)(qu)(qu)(qu)域(yu)空氣質量(liang)監(jian)(jian)測(ce)(ce)站點(dian)(dian)建(jian)設。定期(qi)更新大(da)氣環境(jing)(jing)重(zhong)點(dian)(dian)排污單(dan)位(wei)名錄,確保符合條件的企(qi)業全覆蓋。推動(dong)(dong)(dong)企(qi)業安裝工況監(jian)(jian)控(kong)(kong)、用電(dian)(用能)監(jian)(jian)控(kong)(kong)、視頻監(jian)(jian)控(kong)(kong)等。重(zhong)點(dian)(dian)排污單(dan)位(wei)應當安裝、使用大(da)氣污染物排放自動(dong)(dong)(dong)監(jian)(jian)測(ce)(ce)設備(bei)(bei)(bei),與生(sheng)態環境(jing)(jing)主管部門的監(jian)(jian)控(kong)(kong)設備(bei)(bei)(bei)聯(lian)網(wang)。推動(dong)(dong)(dong)配備(bei)(bei)(bei)移動(dong)(dong)(dong)式(shi)監(jian)(jian)測(ce)(ce)車、便攜(xie)式(shi)監(jian)(jian)測(ce)(ce)儀器、監(jian)(jian)控(kong)(kong)無人機等應急監(jian)(jian)測(ce)(ce)設備(bei)(bei)(bei)。到2025年,市中心城(cheng)區(qu)(qu)(qu)(qu)(qu)至少建(jian)設1個環境(jing)(jing)空氣非甲烷總烴自動(dong)(dong)(dong)監(jian)(jian)測(ce)(ce)站,各市(特區(qu)(qu)(qu)(qu)(qu)、區(qu)(qu)(qu)(qu)(qu))全面(mian)開(kai)展(zhan)(zhan)降塵(chen)監(jian)(jian)測(ce)(ce)。(市生(sheng)態環境(jing)(jing)局、市交(jiao)通運輸(shu)局、市工業和(he)信(xin)息(xi)化局、市林業局,六盤水高(gao)新區(qu)(qu)(qu)(qu)(qu)管委會按職責(ze)分工負責(ze))
(二)強(qiang)(qiang)化大氣(qi)環(huan)(huan)境執法(fa)(fa)(fa)監(jian)(jian)(jian)管。完善“雙隨機(ji)、一公開”監(jian)(jian)(jian)管制度,拓展非(fei)現場監(jian)(jian)(jian)管手段應用。加強(qiang)(qiang)污(wu)染源(yuan)(yuan)自動(dong)監(jian)(jian)(jian)測設(she)備(bei)運行(xing)監(jian)(jian)(jian)管。嚴格規(gui)范(fan)污(wu)染源(yuan)(yuan)排(pai)(pai)放(fang)監(jian)(jian)(jian)督(du)性監(jian)(jian)(jian)測,提高基層生(sheng)態(tai)環(huan)(huan)境保護綜合行(xing)政執法(fa)(fa)(fa)裝備(bei)標準化、信息(xi)化水平。加強(qiang)(qiang)重點領(ling)域監(jian)(jian)(jian)督(du)執法(fa)(fa)(fa),依(yi)法(fa)(fa)(fa)依(yi)規(gui)處理廢氣(qi)治理設(she)施、自動(dong)監(jian)(jian)(jian)測設(she)備(bei)不正常運行(xing)和數據造假等違法(fa)(fa)(fa)行(xing)為;重點針對柴(chai)油(you)貨(huo)車、非(fei)道路移動(dong)機(ji)械、機(ji)動(dong)車排(pai)(pai)放(fang)檢驗(yan)機(ji)構(gou)、油(you)品(pin)質量監(jian)(jian)(jian)管等開展移動(dong)源(yuan)(yuan)專項執法(fa)(fa)(fa)。完善舉報(bao)獎勵機(ji)制,鼓(gu)勵公眾積極提供黑(hei)加油(you)站(zhan)(車)、企業違法(fa)(fa)(fa)排(pai)(pai)污(wu)等環(huan)(huan)境違法(fa)(fa)(fa)行(xing)為線索,曝光典型違法(fa)(fa)(fa)案例。排(pai)(pai)污(wu)單位或第三方機(ji)構(gou)、人員參與弄虛作假的依(yi)法(fa)(fa)(fa)追究責(ze)任。(市(shi)生(sheng)態(tai)環(huan)(huan)境局(ju)、市(shi)公安局(ju)、市(shi)市(shi)場監(jian)(jian)(jian)管局(ju)、市(shi)商務局(ju),六盤水高新區管委會(hui)按職責(ze)分工負(fu)責(ze))

各(ge)市、特區、區和六盤水高新區是鞏(gong)固改(gai)(gai)善本轄區環(huan)(huan)(huan)境空(kong)氣質量(liang)的責任(ren)主體(ti),要(yao)結合實(shi)(shi)際(ji)制定(ding)并(bing)組織實(shi)(shi)施(shi)本轄區空(kong)氣質量(liang)持續改(gai)(gai)善具體(ti)實(shi)(shi)施(shi)方案(an)。市生(sheng)態環(huan)(huan)(huan)境局加強統(tong)籌(chou)協調(diao),定(ding)期調(diao)度(du),推動各(ge)項任(ren)務(wu)按期落實(shi)(shi)。要(yao)依法(fa)推進(jin)信息(xi)公開,及時(shi)公布空(kong)氣質量(liang)、環(huan)(huan)(huan)境執(zhi)法(fa)、污(wu)(wu)染天(tian)氣應(ying)急等信息(xi),鼓勵公眾通過電話、微信、短視頻等方式積極提(ti)供環(huan)(huan)(huan)境違(wei)法(fa)行為線索,曝光典型(xing)違(wei)法(fa)案(an)例(li)。空(kong)氣質量(liang)改(gai)(gai)善目標(biao)完成情(qing)況納入對(dui)各(ge)市(特區、區)污(wu)(wu)染防治(zhi)攻堅戰成效考核內(nei)容。
